How can Baltimore's trash problem be solved?

BALTIMORE (WBFF) - While environmentalists support the plastic bag ban proposed by Baltimore City councilmembers, they insist it's going to take a lot more to clean the city up.

FOX45's Jeff Abell visited residents who say it's an ongoing issue, as the city struggles to get ahead of the trash problem.

Many neighborhoods said they're declaring war.

In Park Heights, residents say they called the city a month ago about an illegal dump site, but are still waiting for a response.

Baltimore's Inner Harbor also remains one of three waterways in the country still on the government's "impaired" list.
