Man tried burning down Woodburn home with people inside, court doc says

WOODBURN, Ore. – A Marion County SWAT team apprehended a barricaded man who tried to burn down a house and strangle a woman in Woodburn on Wednesday, Jan. 22, according to a probable cause affidavit.

According to the court document, an officer responded to a report of domestic violence at 197 Oswald street.

When the officer arrived, he found a woman hiding in the bushes next to the home. The woman was crying and told the officer that the man inside the home, Samson Hinsvark, was trying to kill her.

The victim told the officer that Hinsvark’s behavior had been escalating the past couple days and that he had a large machete and had been cutting the walls and stabbing property in their room with it.

The court document states that Hinsvark told her he was going to do suicide by cop and was going to kill everyone in the house.

The victim said at around 6 a.m., she woke up to the house filled with smoke. She said Hinsvark had placed plastic on a hot plate in the room and was trying to burn the house down. The woman said she convinced him to stop trying to burn down the house and asked if he wanted food. Hinsvark told the woman he wanted pizza. When the woman told him they would need to walk to get pizza, she said Hinsvark became upset.

According to the probable cause affidavit, Hinsvark jumped on top of her and strangled her for about 20 seconds. The woman said she played dead and when he released pressure, she escaped. While she was running away, she said the man punched her in the back of the head twice.

The woman said she ran out of the house and called 911.

The court document says Hinsvark barricaded himself inside the home and that a SWAT team had to get him out. There were five other people inside the home while Samson was hitting the walls with the machete and burning plastic on the hot plate, according to the court document.

Investigators say Hinsvark had also tampered with the natural gas pipes on the water heater.

Hinsvark was arrested and booked in the Marion County Jail on charges of domestic strangulation, fourth-degree assault, menacing, reckless endangering, and first-degree attempted arson.
