Salem salon owner sues state of Oregon, Gov. Brown

The owner of Glamour salon in Salem filed a lawsuit against the State of Oregon and Governor Kate Brown, claiming they sent OSHA to her business and "illegally and improperly" issued her a $14,000 fine.

The attorney for Lindsey Graham says the lawsuit was filed in federal court.

"Before the Governor takes away my client’s ability to take care of her family and to earn a paycheck, we think that we should get some opportunity to do it safely," said Ross Day, the attorney representing Graham.

He claims the state violated his clients' right to due process under the14th Amendment.

Graham said she opened the business to support her family.

"We as Americans, as small business owners we have a right to provide for our families," Graham told KATU News.

Graham said she received a Paycheck Protection Program (PPP) loan for her six businesses. She has also raised over $70,000 through a crowdfunding website.

In May, following business closures due to the coronavirus pandemic, Marion County was one of several counties that remained closed. At the time, the owner of Glamour Salon defied the order to stay closed and reopened.

KATU spoke to OSHA in May following that report, and they provided the complaints that have been filed against the Glamour Salon. Among the complaints made against the salon, many reported that masks were not being worn and social distancing measures were not being taken.

KATU has reached out to the governor's office; they responded by saying "we don't comment on pending litigation."
