Sheriff notifies public of Level 3 sex offender under post-prison supervision in Keizer

SALEM, Ore. - The sheriff issued a public notification Thursday about a Level 3 sex offender living under post-prison supervision in Keizer.

"A Level 3 sex offender presents the highest risk to reoffend and requires the widest range of notification including listing on the Oregon State Police Sex Offender Registry public website," according to the State of Oregon.

The Marion County Sheriff’s Office said Philip M. Shupp, 30, is under post-prison supervision after serving time for Attempted Sodomy I and Public Indecency.

"The individual who appears on this notification has been convicted of a sex offense that requires registration with the Sheriff’s Office. Additionally, this person’s criminal history places them in a classification level which reflects the potential to re-offend," according to the sheriff's office. "This notification is not intended to increase fear; rather, it is our belief that an informed public is a safer public."

Shupp's special restrictions include:

• No malls, parks, campgrounds
• No places where minors congregate
• No contact with minors
• Engage in and complete sex offender treatment

Shupp is 6-foot-3, 210 pounds with brown hair and green eyes.
