Charleston Police Department has arrested Devin Ross Spinelli, 32, on Monday in connection to reports of an explosive being thrown at Chapel St. home in downtown Charleston.

The homeowner told police she heard something hit the front of her house around 12:30 a.m. while she was sleeping, and saw a fire outside her front window. She was able to put it out with a fire extinguisher.

Officers responding to her 911 call saying there was a small blackened area under the front windows that smelled of gasoline.

The victim said she believed her ex-boyfriend, the suspect, was behind setting the fire, because she also suspected him of throwing rocks through her window in a previous incident, according to investigators.

An officer says he saw a vehicle matching the description given by the victim traveling slowly down Chapel Street, flagged it down, and identified the driver as the suspect.

After getting a search warrant for his vehicle, officers say they discovered medical-style gloves, a lighter, and a water bottle filled with gasoline.

The Charleston resident is charged with 2nd-degree arson, possession of a fire starting article, and possession/use of the destructice explosive device.

He is being held at the Sheriff Al Cannon Detention Center on a $250,000 bond.
