Andhra Pradesh launches ‘Bhudaar’ portal to make land records accessible to people

Andhra Pradesh Tuesday launched a web portal which makes land records available to people with unique identification numbers just like Aadhar number. The “Bhudaar’’ is an 11-digit unique identification code assigned to each agriculture land holding and rural and urban properties in the state.

Launching the Bhuseva and Bhudaar web portal at Amaravati, Chief Minister N Chandrababu Naidu said, “The integration of verified and updated land records will end litigation and corruption in land records and prevent tampering.”

“With this, the land records will be available to people on the lines of Aadhar card enabling the people to carry their land records in their pocket,’’ Naidu said.

The Bhudaar is an 11-digit unique identification code to be assigned to each agriculture land holding and rural and urban property. The temporary Bhudhaar is assigned based on valid textual data of an agriculture land holding or rural or urban property starting with 99 which indicates it is temporary Bhudaar. Temporary Bhudaar numbers are issued to lands under dispute or litigation or in the process of re-registration. The unique ID for permanent Bhudaar will start with 28 and if it is a government land, 28 is followed by 00.

A total number of 3,56,27,793 land holdings in the state will come under Bhudaar including 2,39,69,159 revenue and agricultural land holdings, 84,21,140 Panchayat Raj rural and rural properties and 32,37,494 municipal administration and urban properties. The Bhudaar card by the land owner or property owner can be generated from Bhuseva web portal.

Two types of Bhudaar cards are available including e-Bhudaar an M-Bhudaar. Under Mobile Bhudaar, one has to download the application. One can get the Bhudaar card from Mee Seva centres too. Krishna, Anantapur and Kurnool districts have already started generating Bhudaars. There are 20 services initially envisaged, of which 10 services are already available while the remaining will be completed by December end.

The Chief Minister also launched Bhudaar security policy to provide security to the land records of farmers.

A geo-referenced facility would be introduced soon to enable the people to view the details of their land through satellite mapping. Naidu said the disputes regarding six categories of lands, including dotted lands which are prohibited from registration as ownership is unclear and 24,000 gifted lands called “Inam’’ lands will be settled within a month by organising gram sabhas. Officials said that the state government would provide security to the land property of people after all the records are set straight.

The Chief Minister also said that the Bhudaar portal will put an end to the inconvenience people face as they have to make numerous rounds to revenue offices to check their land records. “They can get the details within minutes through their mobile phones. Transparency in maintaining land records will be achieved through Bhudaar,’’ Naidu said.

Bhuseva portal will provide information related to all transactions of a particular land or property in a single source. The history of transactions will be available initially for the last 12 years then for the last 15 years which is authentic information which is authorised by the competent authority and will be available at wwwbhuseva.ap.gov.in.

All the 8 departments dealing with land records are participating in Bhuseva including Revenue, Panchayat Raj, Municipal Administration, Registration, Survey and Settlement, Forest, Endowments and Wakf. They are integrating their services related to land under the core platform called Bhuseva.
