Man dies after being hit by police stun gun in Albany, Ore.

ALBANY, Ore. – A man died Wednesday morning after Albany Police shocked him with a stun gun during an altercation, Oregon State Police officials said.

The incident started at about 8:20 a.m. when an Albany PD Community Service Officer stopped to help a stranded driver near the intersection of Santiam Road and Denver Street.

That community service officer asked for some “non-emergency” help from a patrol officer.

“A physical altercation ensued between the motorist and two Albany Police personnel with the motorist assaulting the Community Service Officer,” Albany Police said.

The officers called for backup, and one of the officers used a Taser on the man.

"Two officers are struggling with him inside the car. And then a female officer comes ... over the door, the door was open, and says 'quit resisting, I’m gonna Tase you,'" said Peter Yeager, who recorded the incident on video. "When they were Tasing him he was yelling, 'You’re killing me. You’re killing me.'"

The man went limp and unconscious, so officers started CPR and used an AED to try and revive him while Albany Fire Dept. crews were en-route.

He died at the scene.

Late Wednesday night, OSP identified the man as 45-year-old James F. Plymell III of Albany.

The Linn County Major Crimes Team is investigating this as a police use of deadly force incident.

Yeager said he helped the man push his car into the street before the incident happened.

Yeager tells KATU he wishes he'd have said to the man, "'can I just push you right over here, you’re fine to wait right in my parking lot.' I wish I had been more persistent now, knowing the outcome, unfortunately."

OSP identified the officers involved as Officer Emily Schroff, Officer Gina Bell, Officer Thomas Roten and Community Service Officer Gerry Morris. They all work for the Albany Police Department. They've been placed on paid administrative leave, which is standard procedure.
