Little Rock police release dash cam video of city director being detained

A day before Little Rock City Director Ken Richardson is scheduled for a court appearance, police have released dash cam video from the night he was detained.

He was handcuffed and cited earlier this month after police say he interfered with an arrest.

A police report confirms Richardson was cited and detained for around 30 minutes for obstruction of government operations.

Richardson says he was within his rights and says how the officer handled the situation was uncalled for.

"I think it was offensive and insulting," he said.

Richardson says he was leaving from getting gas at the Kroger on Colonel Glenn Oct. 9th, and noticed an officer and a young man in an alley of a nearby strip mall.

"I was parked, just watching and making sure everything was O.K.," he said. "Shortly after that, the officer told me I can’t take pictures. I told him I wasn't doing that."

Richardson says the officer told him he couldn't film or interfere with an interrogation.

He says he was not taking pictures or filming and had no intentions to interfere.

Richardson says he never approached the officer, but shortly after he was cited and handcuffed.

He later was released on the scene.

"That night when it happened, the police chief called me and apologized to me."

Richardson says he hopes the citation will be dismissed and the incident will spark a full investigation.

"I think it’s not a good representation of our police department," he said. "I think it did a disservice to our police department."

Richardson says he plans to file an addendum to the initial police report because he says it doesn't accurately depict what happened that day.

KATV reached out to Little Rock police, but department officials were unwilling to comment on a pending investigation.
