Police release video of January officer-involved shooting in Oklahoma City

Police released body camera video of a police officer shooting an escaped inmate in Oklahoma City in January after a Taser failed to subdue the man.

Kirk Dustin Shields, who had escaped from Department of Corrections custody, was shot by officer Brandon Lee on Jan. 30, police said. Shields was hospitalized for a non-life-threatening gunshot wound.

Lee was cleared by the Oklahoma County District Attorney's office in the shooting and has returned to duty, police Capt. Bo Mathews said.

Police reported Shields had a tire tool and had assaulted another man nearby before Lee arrived and tried to use a Taser to subdue him. The video from Lee's body camera shows him shooting Shields with the Taser. But the Taser has no effect, and Shields chases Lee before Lee opens fire.

Shortly after Shields was shot, Earl Wayne Alexander, 33, a homeless man, walked up to officers at the scene. Alexander was bleeding from the head and told officers that Shields had attacked him with a baseball bat near N May and W Park Place, Mathews said.

Alexander was treated for the wound at a nearby hospital.

Shields has past convictions on larceny, burglary and eluding police, court records show.

Shields remained in the Oklahoma County jail on charges of assault with a dangerous weapon and escape from a penitentiary. His bail is $75,000, jail records show

Matt Elliott, Department of Corrections spokesman, said Shields ran away from the Carver Transitional Center, 400 S May Ave.

Oklahoma City police have had four officer-involved shootings this year. None of the shootings have been fatal and no officers have been injured. In 2018, officers shot 12 people, killing five.
