Deerfield Man Arrested After Threatening Bank Employees: Blotters

LAKE FOREST-LAKE BLUFF — The following information comes from the Lake Forest and Lake Bluff police departments and court records as a record of those arrested by police. Readers are reminded that an arrest is not an indication of guilt and criminal charges, which represent merely accusations by the state, are often dropped or reduced. Updated information may be available from the Lake County Circuit Clerk of Courts. All persons named are innocent unless proven guilty beyond a reasonable doubt in a court of law.

ARRESTS

A 25-year-old Waukegan man was arrested at 1 a.m. on June 15 and charged with driving with a suspended license and his registration suspended for an insurance violation and cited for possession of 18 grams of cannabis and various items of drug paraphernalia.

Derrel J. Allen, 21, of the 1500 block of Lake Cook Road, Deerfield, was arrested around 12:15 p.m. on June 15 and charged with disorderly conduct after police were called to the Bank of America at 780 N. Western Ave. for a report that a possibly armed man was threatening bank staff. Officers found Allen was unarmed and took him into custody after speaking with witnesses.

Charles C. Volstorff, 46, of the 2900 block of Hillsboro Lane, Lake in the Hills, was arrested around 1 a.m. on June 17 and charged with driving under the influence of alcohol and aggravated speeding in a construction zone following a traffic stop in the 1300 block of North Skokie Highway. An officer responding to complaint about an erratic driver found Volstorff speeding and swerving around the lanes. The driver was determined to be drunk, unaware of his location and had two prior DUI arrests. But one of his previous conviction was amended to reckless driving, so prosecutors determined it did not qualify for a felony charge.

DeMarlin L. Kersee, 40, of the 5900 block of South Winchester Avenue, Chicago, was arrested around 2 a.m. on June 17 following a traffic stop in the area of Route 41 and Route 176. He was charged with driving under the influence of alcohol, driving under the influence of alcohol with a blood alcohol concentration of 0.08 or above and aggravated speeding in a construction zone after officers witnessed him driving 77 mph in a posted 45 mph construction zone and then stopping in the middle of the road when police pulled him over. Police reported he produced a breath sample containing more than twice the legal limit of alcohol.

A 39-year-old Antioch man was arrested around 6:30 a.m. on June 19 and charged with driving with a suspended license and without insurance after officers pulled over a car in the area of Route 41 and Old Elm Road because they noticed registered owner's license was suspended.

A 34-year-old Gurnee woman was arrested around 4 p.m. on June 21 and charged with driving with a suspended license and suspended registration after officers noticed her vehicle's registration had been suspended for a mandatory insurance violation and pulled her over in the area of Green Bay Road and Sunset Place.

Luis Estela, 39, of the 1700 block of West Dugdale Road, Waukegan, was arrested around 4 a.m. on June 22 and charged with driving under the influence of alcohol and driving under the influence of alcohol with a blood alcohol concentration of 0.08 or above after officers found him crashed into a gas lamp pole in the area of Western Avenue and Westleigh Road. The Lake Forest Fire Department checked him for injuries, but he refused treatment. Police reported he provided a breath sample indicating a blood alcohol concentration of 0.125, more than 150 percent of the legal limit. He was also issued a citation for improper lane usage.

A 43-year-old Waukegan man was arrested around 3:30 p.m. on June 22 and charged with driving without a valid license and cited for using a cell phone while driving following a traffic stop in the area of of Waukegan and Melody roads.

Diego Perez-Ignacio, 22, of the 16400 block of 56th Street, West Milwaukee, was arrested at 2:41 a.m. on June 23 following an investigation into a traffic crash in the area of Route 41 and Westleigh Road. Several people were taken to Lake Forest Hospital after being treated by paramedics at the scene. Officers determined Perez-Ignacio was the driver of the at-fault vehicle and learned he has a suspended license and no insurance. He was charged with driving with a suspended license and operating an uninsured motor vehicle during an accident with bodily harm.

A 40-year-old Wheeling woman was arrested around 7:45 a.m. on June 23 and charged with driving with a suspended license following a traffic stop in the area of Waukegan and Old Mill roads.
