Damaged Car Leads To Driver Under Influence Of Drugs: Police

Annapolis officers say a vehicle that had sustained heavy damage was driven by a man believed to be smoking marijuana.

ANNAPOLIS, MD — On Oct. 4 at approximately 9 p.m., police officers noticed a vehicle being driven that had sustained "heavy front-end damage" with steam coming out from under the hood in the 1700 block of West Street. Officers stopped the vehicle and smelled a "strong odor of marijuana" from inside.

They also found marijuana in plain view, about 100 grams in four clear bags, the Annapolis Police Department reported. The driver, Rodell Surgeon, 48, of Annapolis, and a passenger, Jaymar Howard, 25, of Annapolis, were arrested and charged with possession of marijuana with intent to distribute and possession of marijuana more than 10 grams. Both were released on their own recognizance by the District Court Commissioner.
