Second Man Arrested In Post-Vigil Street Violence In Manchester

MANCHESTER, NH — A second person wanted on riot charges after about 50 or so protesters broke away from the George Floyd vigil in Stark Park in Manchester Tuesday has been charged, according to police.

Dylan Smith, 21, of Deerfield was arrested on three felony riot charges Friday after a motor vehicle stop in Hooksett, according to Lt. Shawn McCabe of the Manchester Police Department. Kyle Toledo, 20, of Hooksett was arrested Thursday by police on riot and disorderly conduct charges.

Police accused Smith, Toledo, and third person, Antwan Stroud, 18, of Manchester, of being involved in street violence after the peaceful vigil in the park.

The department has been investigating "several videos" from the protests showing "people being disruptive and acting recklessly on South Willow Street." Some of those incidents include a firework being set off and thrown at others in parking lot, bottles and rocks being thrown, and kicking and spitting on a police cruiser, according to the department.

Manchester police are still searching for Stroud who has an active warrant on criminal liability for the conduct of another, reckless conduct, and riot charges.

Anyone with information regarding the whereabouts of Stroud or any information pertaining to the incidents that took place on June 2 are asked to call Manchester Police at 603-668-8711 or the Crime line at 603-624-4040.

Smith, according to past reports on Patch, is no stranger to police.

In December 2017, he was arrested on felony criminal threatening-use of a deadly weapon, criminal mischief-vandalism, and carry/sell weapons-switchblades, etc. charges after a knife threat incident in Concord's South End neighborhood. Smith, one witness said in an affidavit, was "swinging the knife at everyone," with others also threatened people on a Thorndike Street porch, demanding money. Smith was also indicted on a meth possession charge after an incident in Concord in January 2017 and was charged with theft after an incident at Walmart in 2016.
