Teen Rape Suspect Arrested On More Charges In Loudon, Concord

CONCORD, NH — A Penacook teen, who is a suspect in a felonious sexual assault case from last year, is in more trouble with two capital region police departments after incidents in September and October, according to affidavits filed in Concord District Court. Taylor "TJ" Jordan Winter, 19, of Chandler Street in Penacook, was arrested Oct. 14 when Loudon police launched a search for him after receiving a tip that he was with a young girl, which is a violation of his bail. The tipster, according to an affidavit, called 911 to report there was an accused rapist "with a young female, who were last seen walking on Lovejoy Road in the direction of Oak Hill Road."

A sergeant drove to the area while police were able to discover that Winter had both an active warrant from an incident in September in Concord and restraining order requiring that he stay away from anyone under 15, according to the affidavit.

The sergeant searched the area but was unable to find Winter or the girl. The sergeant also met with the police chief from Canterbury who began assisting with the search.

After not finding anyone, the sergeant then called the witness, who gave him information about the previous case Winter was accused of being involved in. That case concerned a 13-year-old girl who attended an underage drinking party on Summer Street and then, was reportedly fondled and raped in an abandoned apartment on Community Drive, in November 2018.

The witness, who knew all involved, reported seeing Winter, a girl, and another boy get into a vehicle that appeared to be heading toward Route 106 in Concord. Concord police were told about the vehicle and case while the sergeant and chief continued to search the area.

On School Street, the chief spotted the three subjects walking and accused Winter of running from the area after seeing the police cruiser. The sergeant arrived and began chasing Winter while ordering him to stop while the other boy and girl questioned . Winter, he alleged, continued to run into the woods. The boy was driven to a store in Loudon while the girl was taken back to a family member in Boscawen.

A K-9 unit from Pembroke was requested to assist but lost track of Winter on Foster Road. A Merrimack County sheriff's deputy, a Chichester police officer, and state troopers also began to assist Loudon with the case.

Police then received a tip from another woman stating that Winter was attempting to get a ride and was at the Dunkin' Donuts on Route 106. Officers converged on the area attempting to find Winter while a BOLO (be-on-the-lookout) call was put out to area police departments.

In the area of Route 106 and Route 129, Winter was spotted and reportedly fled from police again. New Hampshire State Police called in its K-9 unit to assist. A state trooper reportedly spotted Taylor on North Village Road but he again eluded police.

A short time later, police were tipped off that Winter had hitched a ride from a local resident to Lesmerises Road. State police headed to the address and took Winter into custody.

Winter was transported by fire and rescue teams to the hospital and later, arrested on violation of a protective order, default or breach of bail conditions, and three resisting arrest or detention charges, and held without bail.

Fleeing From Police In Concord

The active warrant that Loudon was notified about concerned a traffic incident on Sept. 8, according to a second affidavit issued by Concord police.

At just before 2:30 a.m., an officer checking the Storrs Street Garage, as a part of a direct patrol for suspicious activity, spotted three people near a parked Mazda. The officer watched the individuals and identified one to be Winter.

"I remained in the area and observed the vehicle for a short time," the office wrote. "After about 5-10 minutes, I observed Winter … approach the vehicle and eventually, get into the vehicle and begin operating (it)."

Knowing that Winter had suspended driving privileges since January, and was convicted on a suspension charge in July, the officer attempted to pull the vehicle over, according to the report. Winter, however, "began to take highly aggressive actions with the vehicle" and "reused to stop for my lights and sirens."

Winter is accused of driving about 50 mph on North Main Street near Depot Street, as he attempted to elude police. He allegedly continued driving north, at an increasing rate of speed, and the officer stopped chasing the vehicle, due to road conditions, according to the report.

An affidavit was filed on Sept. 13 and after Loudon arrested Winter, he was charged by Concord police with driving after revocation or suspension, speeding, disobeying an officer, and breach of bail.
