PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing is scheduled regarding Rocky Mountain Power’s (RMP or the Company) Application requesting an accounting order for settlement charges related to its pension plans (Application). The Wyoming Office of Consumer Advocate (OCA) and Wyoming Industrial Energy Consumers (WIEC) have intervened in this matter. The public hearing is set to commence on Tuesday, October 29, 2019, at 9:00 a.m., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming.

RMP is a public utility as defined in Wyo. Stat. § 37-1-101(a)(vi)(C), subject to the Commission’s jurisdiction pursuant to Wyo. Stat. § 37-2-112.

On December 31, 2018, RMP filed an Application requesting authority to [i] defer the expected impacts associated with the occurrence of a pension event in 2018 and resulted in a $21 million pension-related loss for the year, and any subsequent similar pension events; and [ii] amortize the impact of pension events (i.e., the increase or reduction in regulatory assets or liabilities) to expense over the same period that is used to amortize the underlying regulatory assets or liabilities with the opportunity to recover the amount in rates as part of net periodic benefit cost. The Company’s proposal is designed to maintain normalized pension costs and credits and avoid exposing customers to potential cost volatility from single year “pension events.”

All interested persons are encouraged to attend the public hearing which will be conducted in accordance with the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission Rules and Special Regulations. Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE:  In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Jonah Energy LLC (CMP100053) to modify the Jonah Federal 5-6 Central Facility (F009532) with the addition of production and equipment associated with nineteen wells, the Corona 14-31, 59-31, 60-31, 69-31, 75-31, Yellow Point 3-1, 4-1, 5-1, 6-1, 9-1, 10-1, 11-1, 12-1, 13-1, 14-1, 15-1, 16-1, 55-1 and 66-1, with two reboiler overheads condensers, two TEG flash tank separators and one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the SW1/4SW1/4 of Section 6, T28N, R108W, approximately twenty (20) miles southwest of Big Sandy, in Sublette County, Wyoming.  Jonah Energy LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period.  VOC emissions have decreased 62.7 TPY from the baseline period and NOx emissions have decreased 11.0 TPY from the baseline period.  These reductions have been added to Jonah Energy LLC’s offset bank to use for future permitting actions.

Therefore, Jonah Energy has met the offset requirements for VOCs and NOx.

AGENDA / LEGAL NOTICE

A regularly scheduled public meeting of the Sublette County Planning and Zoning Commission will be held on Thursday, October 17, 2019 at 6:00 p.m. to consider the following agenda items.  These agenda items will then be heard before the Sublette County Board of County Commissioners on Tuesday, November 5, 2019 at 1:00 pm.  These meetings will be held in the Commissioner’s Meeting Room, in the Sublette County Courthouse, located at 21 South Tyler Avenue, Pinedale, Wyoming.

  2. An application by Ian Schroth proposing a Minor Subdivision pursuant to Chapter XII, Subchapter V, of the Sublette County Zoning and Development Regulations. This application proposes the subdivision of Lot 19-1, of the Hoback Ranches Subdivision, Sheet 12 of 13, Schroth Amendment, a 39.01 ac. parcel to create two (2) lots ranging in size from a 14.16 ac. and 24.85 ac.
  3. An application by L.R. Communications & Chad Kuhn requesting a Conditional Use Permit and Variance pursuant to Chapter VI and Chapter V of the Sublette County Zoning and Development Regulations. These applications propose a Conditional Use Permit to construct a Public Wireless Communication Tower to better serve the Barger / Big Country Ranches Area. The second application proposes a Variance to the allowable height restriction within the (RR MH 10) Rural Residential Mobil Home 10 acre Zoning District from 30 foot height, to 40 foot height.  The property affected by these applications is described as Lot 49, Big Country Ranches Second, Unit B, located at 27 Mark Circle.

A public hearing will be held on October 14, 2019 at 6:00 P.M. at the Commissioners Room of the Sublette County Courthouse to discuss an application to alter the location of an existing easement being more particularly described at Book 35 Miscellaneous, Page 14 in the Office of the Clerk of Sublette County, Wyoming.  The existing and proposed easements cross a parcel of land located in the NE1/4SE1/4 of Section 27, T34N, R109W, 6th P.M., Sublette, County, Wyoming with an address of 35 Riverside Subdivision County Road 23-101.  Upon acceptance of the new easement and access road, the existing easement would be vacated.

To all persons, firms, or corporations who have any claim for any work being done, or any material furnished to, M & M Transfer, Inc 122 Industrial Site Road, Pinedale, Wyoming 82901, for the 2019 Town Hall Demolition Project, Pinedale, Wyoming. You are hereby notified that the Town of Pinedale, Wyoming has accepted final completion according to the Contract Documents and rules set forth in the contract between the Town of Pinedale and the afore said Contractor of the work in connection with the Old Town Hall Demolition, and that said Contractor is entitled to final settlement thereof. You are further notified that upon the thirteenth day of November, 2019, being the 41st day after the first publication of the notice, said Town of Pinedale will pay M & M Transfer, Inc the full amount due under said contract; and in the event your claim is not filed with the Town of Pinedale prior to said thirteenth day of November, 2019, same shall be waived.
