Town of Pinedale Request for Bids
The Town of Pinedale, Sublette County, Wyoming is seeking bids to repair a street in Town. The 2019 Cole Ave and Wilson Street Road Project Request for Bid package may be obtained at the Town Hall, by phone at 307-367-4136, or by emailing hayleyryckman@townofpinedale.us. Sealed bids shall be received by the Town of Pinedale at 69 Pinedale South Road, Pinedale, Wyoming 82941, no later than Wednesday, July 3rd at 12:00 PM. All bidders are required to have proof of liability and workman’s compensation insurance with their bid. Bid security in the form of a certified check, cashier’s check or bid bond in the amount of not less than five percent (5%) of the bid lump sum shall accompany each bid. Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules and Regulations, notice is hereby given of the Application of Questar Gas Company d/b/a Dominion Energy Wyoming (Dominion Energy or the Company), for approval of its plan to refund deferred income taxes to its customers to account for the Tax Cuts and Jobs Act of 2017.
Dominion Energy is a public utility as defined in Wyo. Stat. § 37-1-101(a)(vi)(D), subject to the Commission’s jurisdiction pursuant to Wyo. Stat. § 37-2-112.
On May 2, 2019, Dominion Energy filed its Application requesting Commission accept and approve the Company’s proposal to return the benefits of excess tax reserve (EDIT) to its Wyoming customers in the next fall pass-on and that the amortization amount and period of the Other Non-Plant related EDIT be determined in the next general rate case. The Company has determined that the Wyoming allocation of EDIT balance at the end of 2017 was $7,567,333.
This is not a complete description of the Application. Interested persons may inspect the Application at the Commission’s offices in Cheyenne, Wyoming during regular business hours.
Anyone desiring to file a public comment, statement, intervention petition, protest or request for a public hearing in this matter must do file with the Commission in writing on or before June 27, 2019. The Town Council of the Town of Pinedale met in regular session on Tuesday, May 28, 2019 in the Commissioners Room of the Sublette County Courthouse.
The meeting was called to order by Mayor Matt Murdock at 6:00 p.m. Council members present: Tyler Swafford, John Paravicini, Judi Boyce, and Dean Loftus. Those in attendance included Sheriff KC Lehr; Brian Gray and Abram Pearce, representing Jorgensen Engineering; Holly Dabb, representing the Pinedale Roundup; Hayley Ruland, Josh Wilson, and Jim Parker Town employees; and Town Attorney, Ed Wood.
Motion by Councilman Swafford to a approve the minutes of the May 13, 2019 council meeting as presented. Seconded by Councilman Loftus. Motion passed 5-0.
Motion by Councilman Paravicini to approve the minutes of the May 21, 2019 special meeting after amending them to read Holly Roberts and Teresa Sander representing Pinedale Preschool. Seconded by Councilman Swafford. Motion passed 5-0.
Motion by Councilman Swafford to approve the agenda after adding EPA Update. Seconded by Councilman Paravicini. Motion passed 5-0.
Council reviewed the Sublette County Sheriff’s report submitted by Sheriff KC Lehr for April, 2019.
Mayor Murdock briefed the council on the broadband initiative and a prospective future joint powers agreement.
Mayor Murdock briefed the council on the progress of the Sublette County Rural Healthcare District.
Mayor Murdock briefed the council on the Emergency Mineral Royalty Grant application status. Mayor Murdock will be going to Cheyenne to meet with interested parties on June 5, 2019. He and Hayley Ruland plan to attend the State Loan Investment Board Meeting on June 6, 2019 to represent the town.
Abram Pearce, representing Jorgensen Associates, gave the council an update regarding the EPA and the Fremont Lake Watershed Study.
Motion by Councilman Paravicini to approve the Memorandum of Understanding in lieu of a bond with the Sublette County Conservation District for excavation work to be performed within the right-of-way in regard to the connection of a new four-inch service line at Lot 5, Country Club Commercial Addition and allow the mayor to sign it. Seconded by Councilwoman Boyce. Motion passed 5-0.
Motion by Councilman Paravicini to approve the Landscape Agreement with WYDOT pertaining to the implementation of the Town’s beautification project on Pine Street and allow the mayor to sign any documents pertinent to the project. Seconded by Councilman Loftus. Motion passed 5-0.
Motion by Councilwoman Boyce to approve the purchase of a Kyocera printer in an amount not to exceed $4,949.00, but not including the monthly service fees, and for the mayor to sign any necessary contracts. Seconded by Councilman Swafford. Motion passed 5-0.
Motion by Councilman Loftus to approve a waiver for a water meter pit at 629 Wilson Street Motion died for lack of a second. Motion by Councilman Loftus to approve the final plat amendment of the Jones Addition Amended Block 2, lots 15 & 16, deferring the signature until after the water meter is installed. Seconded by Councilman Swafford. Motion passed 5-0.
Motion by Councilman Swafford to approve the engagement of Fagnant, Lewis, and Brinda, P.C. to conduct the Fiscal Year 2019 audit in the amount of $25,500 and allow the mayor to sign any necessary documents. Seconded by Councilman Loftus. Motion passed 5-0.
Motion by Councilman Swafford to approve a subscription to the Employers Council for human resources services and allow the mayor to sign any necessary documents. Seconded by Councilwoman Boyce. Motion passed 5-0.
Guardian Life Flight services for the town were discussed.
Motion by Councilman Swafford to approve town staff conducting microbiology testing for other government entities as their work-load permits at a fee established by resolution, pending a contract form to be completed by the town attorney. Seconded by Councilman Loftus. Motion passed 5-0.
Motion by Councilman Paravicini to approve Resolution 2019-16, a resolution authorizing temporary installation of indoor water meters; stating that the Town will permit the use of indoor meters for any water and sewer connection permits issued between May 29th and June 15th, 2019 provided that the water and sewer connections must be installed before June 30th, 2019. The meter must also be within a utility closet or otherwise in a location which is accessible by the Town and approved by the Town. Seconded by Councilman Swafford. Motion passed 5-0.
Motion by Councilman Swafford to approve Resolution 2019-17, a resolution setting rates and fees for various permits, licenses, and water and sewer rates for the Town of Pinedale as amended, to include Colilert Presence/Absence Testing: $30, and Colilert Enumeration Testing: $45. Seconded by Councilman Paravicini. Motion passed 5-0.
Motion by Councilman Paravicini to approve Ordinance 653 on third reading, an ordinance of the Town of Pinedale, State of Wyoming, creating Section 475-23.1 of the Pinedale Municipal Code regarding removal of members of the Pinedale Planning and Zoning Commission. Seconded by Councilman Swafford. Motion passed 5-0.
