WHEREAS NOTICE IS HERBY GIVEN that a default in the payment under the terms of a secured and perfected Note has occurred. The Note is secured by a Mortgage dated November 21, 2018 and recorded on December 4, 2018 at REC # 396102 Book 232 Mtg, Page 697 in the records of Sublette County, Wyoming from Bernardo Avila and Celida L Avila, to Mortgage Electronic Registrations Systems, Inc., as nominee for The Federal Savings Bank for the amount of $227,500.00. OFFICIAL COUNTY COMMISSIONERS PROCEEDINGS June 18, 2019
The Board of County Commissioners met in regular session in the Commission Room of the Sublette County Courthouse in Pinedale, Wyoming on this date at 9:00 P.M.
Chairman David Burnett called the meeting to order and led those present in the Pledge of Allegiance. Present were: Mack Rawhouser, Joel Bousman, Tom Noble, Doug Vickrey, Matt Gaffney, Cat Urbigkit, Holly Dabb, representing The Pinedale Roundup, and Carrie Long, County Clerk.
The prior meeting minutes of June 3 – June 7 were approved and ordered filed by motion from Commissioner Bousman and seconded by Commissioner Rawhouser. Motion carried.
Chairman Burnett made the following additions to the agenda: Rural Health Care District at 11:45 to discuss a lease; Mike McFarland at 2:00 to discuss oil leases; and Don Kranondock at 2:15 to discuss Type A Roads. The amended agenda was approved by motion from Commissioner Noble, seconded by Commissioner Vickrey, motion carried.
Billy Pape, Superintendent of Road & Bridge, met with the Board to update on monthly activities. Also present was Eric Sacket with Rio Verde Engineering with progress report on Meadowlark. Eric also presented the Bar Cross Realignment Alteration Plat with Resolution No. 19-100362B (Alteration of a portion of New Fork – Willow Creek Road Easement). Commissioner Bousman made a motion to approve the Plat and Resolution. Commissioner Noble seconded the motion. Motion carried.
Miles Anderson, Wyoming Game & Fish, met with the Board to request assistance from Sublette County Road & Bridge in improving access to Burnt Lake Road. He stated the Forest Service is willing to supply the gravel and he requested assistance from Road & Bridge in hauling the gravel. Billy Pape estimated the cost to the county to assist with the project would be approximately $107,620.00. Commissioner Bousman made a motion to move forward with the project jointly with Game & Fish & the Forest Service. Commissioner Rawhouser seconded the motion. Motion carried 4-1, with Commissioner Vickrey casting the nay vote.
Abram Pearce, Project Engineer with Jorgensen & Associates met with the Board with an update on the Jack Creek Road (23-108). He stated he had previously met with Billy Pape regarding water encroachment on the road. Further studies indicated a bigger problem than initially perceived and would require additional time and resources. Billy Pape stated he recommends placing rock in a crucial area this year which would double as a staging area for future work on the road.
Steven Harrison, 4H Educator; University of Wyoming Extension, met with the Board to introduce himself and provide an update on department activities.
Commissioner Bousman made a motion to recess the regular meeting and reconvene as the County Board of Equalization. Commissioner Vickrey seconded the motion. Motion carried. Tracey Hoover, Deputy County Clerk, was present along with Deputy County Attorney, Matt Gaffney. Tracey explained the County Assessor had received protests from 9 different oil & gas companies. She asked the Board if they wanted a hearing officer to review the protests or review as a Board. Tracey was directed to locate a hearing officer for possible hearings to be held on August 19th and 20th. Commission Noble made a motion to adjourn the County Board of Equalization and reconvene the regular meeting. Commissioner Bousman seconded the motion. Motion carried.
Tracey Hoover also presented a Malt Beverage Permit for the Pinedale Lions Club (Rendezvous Pageant); a Catering Permit for Boulder Bar for the Todd Stevie Horse Sale, and three Catering Permits for Boulder Bar for weddings on June 20, July 6, and July 27. Commissioner Noble made a motion to approve the Permits, Commissioner Rawhouser seconded the motion. Motion carried.
Stephanie Lund, Nurse Manager, Public Health, presented the Board with the Public Health Nursing Contract Amendments. Commissioner Bousman made a motion to accept the contract, Commissioner Rawhouser seconded the motion. Motion carried.
It was moved by Commissioner Noble, seconded by Commissioner Bousman to recess the meeting for an Executive Session in accordance with W.S. 16-405 (a)(ii) personnel and (a)(x) wages. The motion carried.
It was moved by Commissioner Bousman, seconded by Commissioner Rawhouser to reconvene the meeting. Motion carried.
Commissioner Bousman made a motion to approve Fire Warden, Shad Cooper’s request to start advertising for a Deputy Chief – Warden. Motion carried 4-1, with Commissioner Vickrey casting a nay vote.
Wendy Bowman, Sublette County Rural Health Care District, met with the Board regarding the lease on the Clinics and Ambulance Buildings. Commissioner Rawhouser made a motion to waive the rent fee for one year. Commissioner Noble seconded the motion. Motion carried.
Commissioner Rawhouser made a motion to approve accounts payable, with a second from Commissioner Noble. Motion carried.

Jeness Saxton, County Assessor had the following State Assessed Notice of Valuation Changes: Grynberg Petroleum Co., in the amount of $3,350.99.
For Old Business; Commissioner Rawhouser reported that all the students who had qualified for past scholarships were eligible for current scholarships. Commissioner Rawhouser made a motion to pay the tuition for these students. Commissioner Noble seconded the motion. Motion carried. Commissioner Rawhouser also updated the Board on the progress at the Marbleton Ball Fields.
Commissioner Bousman reported on activities and encouraged the others to attend the N.E.P.A. training workshop to be held in Pinedale next month.
Commissioner Vickrey had nothing to report.
Chairman Burnett reported he had been occupied with Budget preparation. He and Commissioner Rawhouser will be attending a meeting in Rock Springs regarding the Wildlife Corridor.
Commissioner Noble reported meeting with the acting manager of BLM regarding the green site for the Luman Tower. Also, Union will be conducting a public meeting on June 26th with a ground breaking ceremony on the 27th.
Jim Robinson, Mayor, Town of Marbleton, and Tyler Maxfield, Mayor, Town of Big Piney, met with the Board regarding the Big Piney / Marbleton airport. Chairman Burnett stated the Board recognizes the airport is critical to the area, he presented discussion on personnel needs based on the Joint Powers Board request for $48,000 for an FBO (Fixed Base Operator). After discussion Robinson and Maxfield agreed to review possible solutions and come back to the next Board meeting for additional discussion.
Mike McFarland and Jan Allen met with the Board to advise the Board and the public about oil and gas lease parcels offered in online bidding by Office of State Lands and Investment Board. McFarland stated he hoped the press would assist in getting information out so citizens could comment.
Don Kranondonk, District Ranger, Bridger-Teton National Park, met with the Board to discuss modification of agreement for Schedule A projects to include Clark’s Draw with increases of funding in the amount of $220,000 and $80,000. Commissioner Bousman made a motion to approve the modification upon review of the County Attorney and correction of contact information. Commissioner Vickrey seconded the motion. Motion carried.

The Town Council of the Town of Pinedale met in regular session on Monday, June 24, 2019 in the Commissioners Room of the Sublette County Courthouse.
The meeting was called to order by Mayor Matt Murdock at 5:00 p.m. Council members present: Tyler Swafford, John Paravicini, Judi Boyce, and Dean Loftus. Those in attendance included Brian Gray and Abram Pearce, representing Jorgensen Engineering; Roy DeWitt, representing the Sublette County Chamber of Commerce; Casey Dauwen; Isaac Best; Trey Wilkinson, representing Tegeler and Associates; Kari DeWitt and Tim Ruland, representing the Pinedale Fine Arts Council (PFAC); Bill Mecham, representing the Pinedale Airport Board (PAB); Holly Dabb, representing the Pinedale Roundup; Ruth Neely, Hayley Ruland, and Jim Parker Town employees; and Town Attorney Ed Wood.
Mayor Murdock led those present in the Pledge of Allegiance.
Mayor Murdock opened the scheduled workshop to discuss the fiscal year 2020 budget. After discussion of the general fund supporting the airport fund this fiscal year, Mayor Murdock strongly encouraged the Airport Board to balance their budget by next fiscal year and not rely on the general fund for assistance. Council agreed that should there be any revenue in excess of expense in the water or wastewater funds at the end of the fiscal year, it shall be placed in reserves.
Mayor Murdock called to order a Public Hearing regarding the Abandoned Mine Land Program Grant application that the Town is preparing. Hayley Ruland explained the project that the Town is requesting funds for is work on maintenance of the sewer ponds. There were no comments from the public. The hearing was closed.
Motion by Councilman Swafford to a approve the minutes of the June 10, 2019 council meeting as presented. Seconded by Councilwoman Boyce. Motion passed 4-0-1. Councilman Loftus abstained.
Motion by Councilman Swafford to approve the agenda as presented. Seconded by Councilman Loftus. Motion passed 5-0.
Kari Dewitt, representing PFAC, gave council a report from the 2018 Soundcheck concert series and thanked the council for the continuing support with funds from the Lodging Tax.
Abram Pearce, representing Jorgensen Associates, gave the council an update regarding the EPA and the Fremont Lake Watershed Study. Additionally, he reported that he and Brian Gray had attended the SLIB meeting in Cheyenne with Mayor Murdock. The Town had requested $280,000 in MRG funding. SLIB approved up to $140,000 for the study, requiring the Town to fund 50% of the remaining $140,000, mandatory application for an EPA grant, additional funding from the Town if the grant is unsuccessful, and that a report of all expenses and activity be included in all reimbursement requests.
Isaac Best reported a loose door at the Legion Park restrooms. Councilman Paravicini reported complaints about the rough patching of Pine Street. Mayor Murdock has discussed these repairs with WYDOT.
Trey Wilkinson, of Tegeler and Associates presented quotes for annual insurance renewal. Motion by Councilman Paravicini to approve quotes as presented from Glatfelter’s $76,630.00 for property and liability insurance; Arlington Roe, $1,999.00 for airport liability insurance; and Burns & Wilcox, $4,303.00 for directors and officer’s insurance. Seconded by Councilwoman Boyce. Motion passed 5-0.
Maureen Rudnick presented an amendment of the street closure map for Rendezvous for council information.
Motion by Councilman Loftus to approve a sign permit for Art of the Winds at 128 West Pine Street. Seconded by Councilman Boyce. Motion passed 5-0.
Motion by Councilman Paravicini to approve a sign permit for Wyoming Veterinary Center at 618 West Pine Street. Seconded by Councilman Swafford. Motion passed 5-0.
Motion by Councilman Swafford to approve the following Pinedale Airport Board appointments and terms: Dean Loftus, through 05/31/2022; Kevin Kunard, through 05/31/2020; Bill Mecham, through 05/31/2022; Jamie Burgess, through 05/31/2021; and Bob Jones, through 05/31/2021. Seconded by Councilwoman Boyce. Motion passed 4-1. Councilman Paravicini voted nay.
Motion by Councilman Paravicini to table the airport board’s request to purchase a tractor and implements for mowing. Seconded by Councilman Swafford. Motion passed 5-0.
Motion by Councilwoman Boyce to accept the bid from Premier Site Development for the construction of the airport storage building in the amount of $345,450.00 and allow the mayor to sign Notice of Award and any necessary documents. Seconded by Councilman Swafford. Motion passed 5-0.
Hayley Ruland reported the requirements and ranking for a WYDOT Tap Grant application. After discussion, council agreed not to apply for a TAP Grant this year.
Council reviewed the Municipal Court report for May 2019. Council reviewed the Public Works report for May 2019.
Council reviewed the Water and Wastewater Department Monthly Report. Councilwoman Boyce requested the report be included in the agenda packets in the future.
