Finbar restarts South Perth’s $330m Civic Heart

Finbar has revived its $330 million South Perth Civic Heart development, revealing Planning Minister Rita Saffioti signed off on a special precinct to allow the development to go ahead.

Finbar managing director Darren Pateman said the minister’s amendment would allow Civic Heart to “become a truly defining project at the centre of an active and vibrant mixed-use precinct”.

He said the previous planning scheme was restrictive and anticipated a single-tower development and multiple land owners.

“We’ve since acquired all the land contained within all street frontages (bounded by Mends Street, Mill Point and Labouchere roads), which allows for a slimmer two-tower design with a smaller floor plate that can also incorporate the important heritage buildings,” Mr Pateman said.

“We’ve worked closely with the City of South Perth, the State Government and stakeholders to address planning issues and are confident these changes will deliver on both our own and the City’s vision for the site.”

Finbar has incorporated the approved amendment into its revised development application, which it has lodged.

The new Civic Heart comprises two towers of 39 and 22 storeys, 309 apartments (with one, two, three and four-bedrooms) and 25 ground-floor commercial tenancies.

Finbar plans to retain the heritage-listed South Perth police station and post office. It said the site will feature “high-quality landscaping, public art ... and a ground-floor food and beverage destination for the entire Mends Street frontage”.

Mr Pateman said Finbar supports the City of South Perth’s vision for the South Perth station precinct. “We have always seen Civic Heart as an important central hub and gateway to the rest of South Perth, bridging the foreshore to the Perth Zoo and leveraging the alfresco lifestyle that makes the city so attractive,” he said.
