The Tripura high court has asked principal secretary (transport) and Agartala municipal commissioner to decide on the next course of action in a time-bound manner to regulate the conversion of cycle rickshaws into motor-driven rickshaws in the capital city.

AGARTALA: The Tripura high court has asked principal secretary (transport) and Agartala municipal commissioner to decide on the next course of action in a time-bound manner to regulate the conversion of cycle rickshaws into motor-driven rickshaws in the capital city.
The matter was taken up in the high court on Friday following a public interest litigation filed by on Arnab Roy, seeking directions to the state government to regulate the conversion of cycle rickshaws into motor-driven ones.
The litigant had called for motor-driven rickshaws to have registration and insurance papers as well as fitness certificates attesting that they are safe to operate on the roads.
After hearing the case, a high court division, comprising Chief Justice Sanjay Karol and Justice Arindam Lodh, expressed its unhappiness over the role of the joint transport commissioner. The court has directed top officials to decide on the next course of action and inform the court before February 19, when the matter will be heard again.
According to a notification issued by the Union ministry of road transport and highways, an e-rickshaw is defined as a special purpose, battery-operated vehicle having three wheels with certain set mechanical specifications. As per rules, these battery-operated rickshaws cannot run on motors with 2000 watt of power and they cannot exceed the speed limit of 25kmph. They also cannot carry more than four passengers, excluding the driver, and more than 40 kg of luggage. However, many of the cycle rickshaws which have been converted into motor-driven vehicles do not always adhere to these rules.
