What happens to ‘common man’ Shivraj’s security?
NOW AND THEN: CM-designate Kamal Nath and Shivraj Singh Chouhan
BHOPAL: With the change of guard, what happens to Shivraj Singh Chouhan’s security cover? His security was enhanced after eight SIMI undertrials were gunned down following the Bhopal jailbreak in November 2017.
Chouhan, who changed his social media status to ‘common man’ on Saturday, had ‘Z-plus’ security as CM.
Chouhan’s close protection detail was made up of specially trained personnel of state police.
Kamal Nath, who has been given Z-category security by home ministry, is protected by CISF commandos. Asked about Chouhan’s security status now, officials at the police HQ said they don’t have any clear directives yet and are waiting for the formation of new state security committee. “SSC will take a call on Shivraj Singh Chouhan and Kamal Nath’s security. Additional security cover around Chouhan was withdrawn immediately after he demitted office,” said an officer.
The committee comprises state home minister, principal secretary-home, DGP, and joint director of intelligence bureau (IB). This committee will also decide the security cover to be given to new ministers of Kamal Nath’s cabinet and the outgoing ones.
Security arrangements of a chief minister/ministers are made as per guidelines laid down in the ‘Yellow Book’, which has the rather staid title ‘Security arrangements for the protection of individuals’. Security arrangements are made after careful assessment of threat perception by SSC. Depending on level of threat, security is provided in Z+, Z, Y+, Y and X categories. Former chief minister Babu Lal Gaur also has Z-category security.

Not much about threats to Chouhan is known in public domain. In August, state cyber cops detained Pakistan-returned runaway lad Jitendra Arjunwar for allegedly threatening to kill Chouhan. Police swung into action after someone from the handle GIG@GIG82109647 tweeted: “Aaj main Shivraj Singh Chouhan MP CM ko BARGHAT main maar dunga (I will kill MP CM Shivraj Singh Chouhan in Barghat today).” They zeroed in on a small house in Barghat, from where the message was posted. Little did they realise that the person operating the mobile was someone who was recently repatriated from Pakistan.
Jitendra and his younger brother were detained and brought to Bhopal by cyber police. He had made five tweets from a twitter account between August 2 to 9, said sources. The next month, in the middle of campaigning, a stone was hurled at Chouhan’s bus in Churhat on September 2 during Jan Ashirwad Yatra.
