Naveen Patnaik on Saturday asked senior bureaucrats to strive for citizen-centric governance. “I write your performance appraisal reports. People write my performance appraisal report. I want a link between these two. Both of us have to be accountable,”
Naveen told the senior officers, which included chief secretary AP Padhi and secretaries of most departments.
Addressing the officers, Naveen said, “I want you to look at all services from the citizens’ point of view. Totally citizen-centric governance. Does health department take feedback from patients? What is their level of satisfaction?” Stating that the hallmark of good governance is citizen satisfaction, Naveen said, “You all will agree that there is huge scope for improvement (on this).”
Naveen said his focus is on job creation and value addition on a big scale comparable to the best in the world. “This term I want to focus on employment and value addition on a big scale comparable to the best in the world..Australlia..South Korea..Singapore. Bold industrialization and world class infrastructure,” he said.
“Make our policies the best in the country in every sector in which we see the potential. If the best in the country is providing X. Let’s do X Plus along with conducive micro climate,” Naveen said.
Stating that there will be a paradigm shift in government services, Naveen said, “We will trust goodness of people (rather) than the integrity of our process.” Naveen repeated his mantra of 5Ts (technology, teamwork, transparency and time leading to transformation) and said the same will be monitored by his office.
