CHENNAI: The state government on Friday informed the Madras high court that since 2015, transsexual women are being permitted to apply for government jobs under the 30% reservation allotted to women.
A government order dated April 6, 2015, under which transsexual candidates who identify themselves as female can apply under the reservation for women, was passed, it said. This apart, through a government order dated December 21, 2017, transsexuals who do not possess community certificates are considered under the reservation for most backward class category, counsel for the state said.
Counsel made the submission on a plea moved by Grace Banu, a transsexual activist, seeking directions to the state to frame and implement exclusive reservation for transsexuals in government jobs.
When the plea was taken up for hearing on Friday, the state filed a counter affidavit before a division bench of Justice S Manikumar and Justice Subramonium Prasad, listing welfare measures taken for the upliftment of the transsexual community.
“Till 2018, about 515 houses were sanctioned to third gender community by the Tamil Nadu Slum Clearance Board and every year Rs 1.20 crore is allotted to old age pension scheme for transsexuals in the age group of 40 years and above,” the government said.
Under self-employment scheme, Rs 20,000 was provided to the community members for carrying out their own business and the same has been enhanced to Rs 50,000 through a government order dated September 26, the affidavit said. This apart, as per the apex court direction to treat the community as socially and educationally backward class, and extend all kinds of reservation in cases of admission to educational institutions and public appointments, a government order was issued on December 27, 2014 to register their names in the employment exchange under the third gender category, the report added.
Recording the submissions, the bench posted the plea to July 17 for further hearing.
