DEHRADUN: Private medical practitioners in Uttarakhand will go for indefinite closure of their clinics and hospitals from February 15 to protest against the failure of the state government to bring about changes in the Clinical Establishments (Registration and Regulation) Act, 2010 and turning deaf ears towards proposed Uttarakhand Healthcare Establishment Act. To register their protest, private doctors also wore black ribbon in hands, at work, on Wednesday.
The closure of clinics and hospital of private practitioners was announced by the Indian Medical Association (IMA) on Wednesday.
Secretary general of IMA Uttarakhand, Dr DD Choudhury, said, “As directed by the chief minister, we are pressing for a new Act but our demand didn’t receive any positive response from the administration, hence closure is our last resort. The onus lies on the state government which is not ready to listen to the plight of doctors.”
The IMA Uttarakhand is demanding prompt implementation of modified Clinical Establishment Act with the names proposed by the IMA or coined by a joint committee of the organization. They also want immediate quash of recent government order regarding the bylaws issued by the ministry of housing, government of Uttarakhand and new proposal to be drafted by keeping IMA in the loop.
“The national and state health programs like Aysuhman Bharat and Atal Ayushman Yojana should be optional feature and no Clinical Establishment Act should force private doctors to adopt them. Also, the government must not harass the doctors under umbrella of PCPNDT act,” says the IMA’s official press release which also demanded strict punishment in the cases of violence with the medical practitioners.
It’s important to mention here that the law enacted by the central government provides for registration and regulation of all clinical establishments and prescribes minimum standards of facilities and services provided to the patients. The Act is intended to check charging of exorbitant amounts from patients and curbing of unethical practices by private medical clinics.
The Uttarakhand government had passed the Act in 2016. But, it is yet to be enforced in its full form as the Indian Medical Association (Uttarakhand) has been pressing for an all new ‘Uttarakhand Health Establishment Act’ in its place.
According to the district administration, out of 2,000 private medical clinics in the state, comprising of all medical streams, only 307 have been registered under the Act.
