NEW DELHI: Delhi government will be shortlisting the names of non-performing and tainted officers and non-cadre officials working with the state government, Delhi Development Authority, municipal corporations and other agencies on July 31. These names will subsequently be sent to lieutenant governor Anil Baijal, who is expected to take a call on compulsorily retiring them in the first week of August.
Besides non-performance and questionable integrity, the third criteria for compulsory retirement will be prolonged illness which renders officials incapable of functioning.

Sources said chief secretary Vijay Kumar Dev has convened a meeting on July 31 of all heads of departments and agencies working with the Delhi government to discuss the list. The DDA vice-chairman, Delhi Police commissioner, commissioners of the three municipal corporations and secretary (vigilance) have been asked to attend the meeting.
The final list will be sent to the LG who will take a decision. While the LG is the cadre-controlling authority of Delhi Administrative Subordinate Service (DASS) and steno cadres, cases involving Delhi, Andaman & Nicobar Islands, Lakshadweep, Daman & Diu and Dadra & Nagar Haveli Civil Service (DANICS) and IAS officers will be forwarded to the Centre.
Earlier this month, Baijal had directed the chief secretary, commissioners of the municipal corporations and heads of other agencies to identify “dead wood” or “dark sheep” to ensure efficiency and effectiveness of the administration. Fundamental Rules 56(j)/Rule-48 of Central Civil Services (Pension) Rules, 1972 provide for periodic review of the performance of government servants for strengthening the administration and to ascertain whether they should be retained in service or retired in public interest.

After the LG’s order, the services department constituted a review committee to carry out a periodic review of the service records of officers and executives of DASS and steno cadres. Later, the department issued an order to review the service records of officers belonging to DANICS cadre. The third order stated that the review will also cover teachers, doctors and officials working under fire and other departments who do not belong to any particular service.
Government sources said that some officers who are to retire in a few years but have been unwell for a long time will also be considered for compulsory retirement. “Officers who undergo dialysis regularly and those suffering from other serious illnesses, which keeps them away from work, will be under the scanner. The service rules provide for retirement of such officials and they are given all benefits of retirement,” said a source.
