NEW DELHI: By mid-November, East Delhi Municipal Corporation (EDMC) plans to pedestrianise its first neighbourhood market at Krishna Nagar (Lal Quarter).

In a report submitted to Environment Pollution (Prevention & Control) Authority (EPCA), EDMC officials informed that after two major stretches — Lal Quarter and Mandir Marg — are pedestrianised, even shop owners and residents won’t be allowed to park their vehicles there.

“In a study conducted on these stretches, we found that a majority of the shops and houses don’t have basement parking. At Mandir Marg, there is a mixed settlement with shops on the ground floor and residential spaces above. People park their vehicles on both sides of the road, which is why no space is left for even emergency vehicles. The intersections become so narrow that it becomes difficult to take a turn. Vehicles can’t be allowed once the plan is implemented,” said a senior east civic body official.
EDMC standing committee chairman Sandeep Kapoor said that alternative arrangements would be made for shopkeepers and residents, who have an estimated 441 vehicles. “Though most of these vehicles are assumed to not be present during the day, to be on the safer side we have identified three alternative sites at Satnam Road (adjacent to Chachi Building), Central Park and the boundary of a government school. Additional vehicles will go to the multilevel parking lot,” he added.

“We will issue them stickers with the help of the RWA and market association to distinguish them from vehicles of visitors, who will only be allowed to park in paid open or multilevel parking lots,” said Kapoor.
Officials said that the trial run will start from mid-October. “To avoid congestion, traffic movement will be made one-way on certain stretches. The traffic police have agreed to provide assistance, including barricading the pedestrianised roads and ensuring one-way movement on connecting roads,” Kapoor said.
Besides marking parking spaces and regulating traffic movement, the east civic body has planned to add various other facilities in the area. “We will soon start installing benches, signage, planters and ornamental lights after colouring these stretches. The idea is to make the place people-friendly,” said an official, adding that the trial run will help them identify shortcomings in the plan.
The civic agency will also speak to market associations for starting e-rickshaws to a certain point from the metro station to dissuade people from bringing their cars. In the second phase, a parking management plan for the residential areas would be made.
