NEW DELHI: South Delhi Municipal Corporation (SDMC) has devised a new policy that will not only boost cellphone network connectivity, but also add to the coffers of the cash-starved civic body.
The policy for "cell on wheels" (CoW) recommends rent of Rs 339 per square feet, which roughly adds up to Rs 98,000 per month for each such installation. These portable towers are usually installed on heavy vehicles and stationed near parks, public land, roadsides, nurseries and other vacant sites.

"In the first phase, we plan to issue licences to 175 cells on wheels in areas facing connectivity issues. So far, 687 locations have been identified," an official said.
Bhupender Gupta, SDMC standing committee chairperson, said that preference would be given to areas where mobile connectivity is very poor. “This new policy will not only help in regularisation of the illegal towers, but also lead to additional revenue of Rs 15 crore,” he added.
The draft policy states that CoW units would be allowed for a minimum period of three months and a maximum of three years.
“If cellular companies want to extend the allotment period beyond three years, they will have to re-apply with fresh documentation. There will be an automatic 25% allotment rate enhancement after three years. For example, instead of Rs 1 lakh, they will have to pay Rs 1.25 lakh per month,” the official said, adding that the hike would be in line with rise in property rent rates.
The policy has been framed after studying similar regulations used by New Delhi Municipal Council. “NDMC charges Rs 1.8 lakh per tower because they mandate a minimum charging area of 550 square feet. Other regulations are almost similar,” the official said.
