KANPUR: UP Solid Waste Management Monitoring Committee, at its meeting held here recently, has directed the municipal commissioner to remove the two sites adjacent to Child and Family Welfare hospital and LLR hospital as they are polluting atmosphere of the hospitals.
The meeting was held under the chairmanship of Justice (Retd) DP Singh. Justice Singh, who had visited Kanpur few days ago with retired judge Rajendra Singh judge, said that he has received the report regarding dumping of garbage on roadsides in the city.
Municipal commissioner Santosh Kumar Sharma had given an undertaking to make necessary arrangement for removing garbage from the two sites. He had assured that 50% of the primary dumping sites would be closed within to months while 183 secondary dumping sites to be shut later.
He, however, expressed his doubts regading completion of the aforesaid tasks within stipulated time because of financial crunch. According to the minutes of the meeting which were released on Wednesday, the members said that the open dumping sites were health hazard which might affect quality of life of the residents and therefore paucity of funds should not be an issue. The state government must provide necessary financial assistance to the municipal commissioner so that all dumping sites could be closed in accordance with the specifications, they said.
The committee also asked the KMC chief to request financially sound people of the city to donate liberally for construction of hygienic secondary dumping sites as per rules and specifications.
The committee asked the municipal commissioner to submit the status report in the next meeting to be held after three months. The committee also discussed the primary dumping site situated at Bhauti which is in the catchment area of Pandu river. The Central Pollution Control Board had informed that latchet of this dumping site ultimately meets river Pandu, but in rainy season it flows s to Ganga.
As the dumping site also pollutes air, therefore, it would be appropriate that the primary dumping site is shifted at some distance from the river bed. Issue of two or three bins for segregation of waste was also discussed in the meeting. The members were informed that an order had been passed by the apex monitoring committee regarding use of two bins. But UP Pollution Control Board failed to produce any order. The committee then decided to refer the matter to NGT for guidance.
