PATNA: The state government plans to initiate a massive recruitment drive this month to draft about 24,000 constables, 4500 sub-inspectors and 2,000 drivers.
DGP Gupteshwar Pandey on Monday said the process of recruitment will start by the end of this month and would be completed by 2023. "The excise is to fill the vacant posts in the ranks of constabulary and sub-inspectors," he added.
The decision assumes significance in the wake of the state government's recent move to separate the investigation arm from the law-and-order division at all 1,066 police stations.
The new system of policing will come into effect from August 15. The investigation wing will not only be accountable for carrying out investigation into criminal cases but also for speedy trial and cancellation of bail of the second time offenders. "There is a provision for cancellation of bail if any criminal commits crime after being enlarged on bail. The investigating officer will move the court concerned to cancel the bail on the basis of evidence," DGP Pandey said.
A senior IPS officer on condition of anonymity said the state government has received flak from the court for its failure to fill the vacant posts to improve the quality of investigation and also to deal with the law and order problem.
The police to people ratio is the poorest in Bihar in the country. According to the report of the Bureau of Police Research and Development published in 2017, the ratio in Bihar is 1:839.
The situation has aggravated after the removal of 386 inspectors, sub-inspectors and the circle inspectors from field posting. "These officers will sit idle in the police lines but get their salary on time without any work," he pointed out.
