PATNA: One-third of the 1.4 lakh cases pending for investigation across the state are in the Patna zone, which has 11 police districts. In the zone too, Patna district has the highest number of pending cases.
The figure surfaced in the review meeting chaired by CM Nitish Kumar on Friday over the deteriorating law and order situation.
According to sources, around 47,000 cases were pending for investigation till December last year with all the police stations under the Patna police zone comprising Patna, Nalanda, Gaya, Aurangabad, Nawada, Jehanabad, Arwal, Bhojpur, Rohtas, Bhabhua and Buxar districts.

“Of these, more than 21,000 cases are pending with the Patna district police alone,” a senior IPS officer said, preferring anonymity.
Sources said by the end of 2015, altogether 31,776 cases were pending for investigation in Patna zone, including 11,270 cases with Patna police, followed by Gaya (5,285), for investigation.
At the end of 2016, the number increased to 35,471 cases with Patna district police alone having 13, 241 cases, followed by 6614 cases in Gaya district.
Again, at end of December 2017, the number of pending cases across the 11 districts in Patna zone increased further to 41,630 with 17,193 cases in Patna district.

When asked, a senior IPS officer, preferring anonymity, said the cases pending for investigation directly benefit the criminals and aggravate the crime scenario. “With pending investigation, conviction rate goes down and criminal come out from jail after seeking bail through court. Police then fail to create a deterrent situation for criminals and thus crime rate goes north,” he said.
“Not completing investigation also gives rise to a situation that criminals or gangs committing a particular type of crime remain unidentified and continue with more crime resulting in increasing crime graph,” he added.
According to data on state police website, the conviction rate across state was highest in 2010 with 14,311. But after that, the count of convicted people continued coming down while cases pending for investigation kept rising.
The number of convicted people dropped to 11,962 in 2011 and to 10,346 in 2012 and further to 9,078 in 2013, 5,073 in 2014 and 4,513 people in 2015.
Since 2016, government and the police headquarters again started putting efforts for increasing conviction rate. That year, 5,508 people were convicted, followed by 5,858 in 2017. Last year, 2,984 people were convicted till June.
