Recruitment of doctors, engineers, vets will now be done by Bihar Technical Service Commission

PATNA: Recruitment of doctors, engineers and veterinary doctors in various departments of the state government will now be done by Bihar Technical Service Commission (BTSC).
Till date, selection and recruitment of such professionals were being done by the Bihar Public Service Commission (BPSC) through a written test and interview.
To transfer the recruitment job to the BTSC, Nitish Kumar government has decided to bring a Bill in the current session of Bihar Legislature to make necessary changes in the works and functioning of the existing Bihar Technical Employees Selection Commission (BTESC).
State government on Friday distributed copies of ‘Bihar Technical Employees Selection Commission (Amendment) Bill, 2018’ among MLAs for their perusal. The Bill proposes to make certain changes in works and functioning of the BTESC.
As per the amendments proposed in the Bill, the ‘Bihar Technical Employees Section Commission’ will be re-named as ‘Bihar Technical Service Commission’ and the re-christened body will be empowered to select doctors, engineers and veterinary doctors for the state government’s different departments and its filed offices.
The existing BTESC was hitherto empowered to select and make recommendations for appointment of technical employees only up to the grade pay of Rs 4,800.
“The selection of doctors, engineers and veterinary doctors through the BTSC will make the task of recruitment of such professionals more convenient and speedy,” CM Nitish Kumar said while stating the purpose behind bringing the Bill.
The Bill would come up for discussion and subsequent voting in the house on coming Monday, the assembly secretary Rajiv Kumar told TOI.
The Bill most probably would be passed on Monday itself, as even in the case of voting, the ruling coalition of JD(U)-BJP has enough strength in the 243-member house to get the bill cleared.
Sources in the state government said unlike the BPSC, the BTSC would do away with the practice of holding written examination for selection of doctors, engineers and veterinary doctors for appointment in various departments and area offices of the state government.
Even CM Nitish Kumar, while addressing a health department’s function on May 28 this year, had announced that doctors and engineers would not have to appear in written examination for recruitment in the state government’s jobs.
“What is the need of a written test for doctors and engineers? If one becomes an engineer or a doctor after studying for four to five years and clearing a tough written examination, then why appear for a written test again for recruitment?" CM had said at the health department’s function while advocating for doing away with the practice of written test for recruitment.
Then, Nitish had also said that the rules related to recruitment of doctors and engineers were being simplified. Doctors and engineers having valid educational documents would be selected for appointment only after verification of certificates.
