Months after resigning, former Daman IAS charged with misconduct, indiscipline
Surat: Nearly three months after he quit his job, Kannan Gopinathan,32, secretary, power, Union territories of Daman and Diu, received a charge sheet sent to him by email on November 5.
The charge sheet, signed by the under secretary of Union home ministry, accuses Gopinathan of indiscipline, misconduct and violation of All India Services (Disciplinary & Appeal) Rules, 1969.
The central government has also instituted an inquiry into his act of talking his mind to media on abrogation of Article 370 from Jammu & Kashmir and spoiling the image of the government.

Gopinathan, who quit his job on August 21 in support of right to freedom and expression, was asked to re-join immediately on August 27, but didn’t. Taking his anti-establishment diatribe further, Gopinathan also made the government charge sheet public by putting it on a social media and posting a few details with it.
Gopinathan has been asked to file reply within 15 days, and if he fails to do so, the inquiry proceedings against him would continue ex-parte. Some of the charges against Gopinathan include delaying project work, not putting up file in time, not submitting tour report on flood relief work in Kerala and not submitting nomination for PM excellence award, to name a few.
Reacting to the charge sheet, Gopinathan told TOI: “I don’t understand what purpose it (the charge sheet) serves after 2.5 months. I resigned in August and to charge sheet me now, since they have not processed by resignation yet, doesn’t make any sense to me.”

He also said that the charge sheet also warns him of “major penalty and many other things”. “But, when I have already left my job it doesn’t matter at all,” the 2012-batch former IAS added.
Acknowledging the receipt of the charge sheet on Twitter and hinting sarcastically at the turmoil in Delhi, Gopinathan tweeted: “I know it must be tough as you (the government) are unable to manage what’s happening between lawyers and police right under your nose. So in the interest of the nation I do not want to trouble you more in your weak time.”
He further stated, “Can you imagine someone asking you your address as they want to post charge sheet at your house and then send I-T and ED to your doorstep?”
