Virginia Beach City Council proceeds with planning for three-day music festival proposed by Pharrell Williams
Virginia Beach City Council gave a thumbs up to Pharrell Williams' proposed festival at the Oceanfront during College Beach Weekend. Williams said his goal is to make the multi-venue experience the East Coast's version of SXSW.
