Howard Webb, general manager of PRO, said on Wednesday that another penalty kick earned by Atlanta United’s Pity Martinez was missed in Sunday’s 2-0 win against Portland at Providence Park.

The missed penalty drawn by Martinez, which occurred in the 44th minute, was the second in as many league games that PRO has said was missed. The first came late in last week's win against NYCFC and was noted on a video put out by the organization in the days after the game.

In the game against Portland, Martinez was tackled from behind by Portland’s Bill Tuiloma. Referee Armando Villarreal allowed play to continue. He did consult with VAR Alex Chilowicz, but didn’t review the play on the monitors. Atlanta United was leading 1-0 at the time of the non-call.

Webb, a former referee in the Premier League who has worked a World Cup final and UEFA Champions League final, said in his opinion the penalty should have been awarded and recommended by video review.
