Sioux Falls man charged with recklessly driving, fleeing three crashes

A Sioux Falls man has been charged with recklessly driving and causing three April hit-and-run crashes, according to court documents. 

Kelsey Phillip Reavis, 27, was indicted by a Minnehaha County grand jury last week on two counts of felony hit-and-run causing injury, three counts of misdemeanor hit-and-run property damage, reckless driving, and a stop sign violation. 

Police responded to three hit-and-run reports in the areas of 28th Street and Western Avenue and 26th Street and West Avenue on April 26, according to an affidavit in support of an arrest warrant.

A victim said his vehicle was sideswiped by a black pickup or SUV that ran a red light at West 28th Street and South Western Avenue at about 7:30 a.m. April 26. The victim and a witness said the vehicle kept going north. 

Less than an hour later, another hit-and-run was reported at 26th Street and West Avenue. The driver "reeked of alcohol," according to the affidavit and had run away from the crash scene, leaving the vehicle, which contained several beer cans and smashed doors, with its speedometer stuck at 65 mph. A victim had to be extricated from his vehicle.

Officers later met with a victim who reported his vehicle was hit by a black pickup near 26th Street and South West Avenue. 

The passenger of the suspect vehicle, Reavis's brother, identified the driver as Reavis and said the two had been drinking Fireball before going to a casino and driving around town faster than 100 mph, according to court documents. 

Reavis is in custody at the Mike Durfee State Prison and had been on parole from a 2013 aggravated assault conviction out of Pennington County since 2017.
