RICHMOND — At her six-month evaluation, Richmond Town Administrator Danielle Fillio earned a straight-A report card from the Select Board.

On the 10-category town form, she scored 250 points out of a possible 250, reflecting the highest possible "excellent" rating of 5 on each item, defined as "almost always exceeds the performance standard."

Board Chairman Roger Manzolini lauded Fillio's "seamless transition into the new position" and rated her "overall management of the Town Hall staff" as excellent. Fillio was hired last summer, after she resigned from her administrative post in Stockbridge.

According to Manzolini's written comments, FIllio has been "very responsible to Select Board requirements and town issues. She handles resident inquiries and complaints in a very professional manner [and is] experienced and knowledgeable."

His suggestions for the future, in addition to continued excellent performance, include "information disseminated to all Select Board members as appropriate. [She] has demonstrated leadership and competence, and has met or exceeded expectations in all areas."

The 10 categories rated with maximum scores are individual characteristics, professional skills and status, relations with elected members of the Select Board, policy execution, reporting, citizen relations, staffing, supervision, fiscal management and community.

The evaluation report was presented at last week's Select Board meeting.

On town finances, Fillio was cited as excellent on balanced-budget preparation to provide services as directed by the Select Board in an intelligent and accessible format, and making the best possible use of available money to operate local government efficiently and effectively. She also was rated as excellent for ensuring that actions and decisions reflect an appropriate level of responsibility for financial planning and accountability, and appropriately monitoring and managing the town's fiscal activities.

She won maximum possible scores on community relations by sharing responsibility for addressing difficult issues facing the town, avoiding unnecessary controversy, cooperating with neighboring towns and the county, helping the Select Board address future needs, developing adequate plans to address long-term trends, and cooperating with other regional, state and federal government agencies.

Individual characteristics that yielded the highest possible ratings include self-starter diligence and thorough performance of duties, exercise of good judgment, display of enthusiasm, cooperation and adaptability, mental and physical stamina appropriate for the position, and exhibition of composure, appearance and attitude appropriate for the executive position.

In the professional skills and status category, Fillio got "A" grades for knowledge of current developments affecting local government management, a capacity for innovation and creativity and anticipation and analysis of problems to develop effective solutions. She also received "A" grades for her willingness to try new ideas proposed by the Select Board and Town Hall staff, and setting a professional example "by handling affairs of the public office in a fair and impartial manner."

Top-notch ratings were awarded for responsiveness to residents' requests, a demonstrated dedication to community service, meeting with and listening to members of the community to discuss their concerns and understand their interests, giving an appropriate effort to maintain resident satisfaction with town services and "maintaining a nonpartisan approach in dealing with the news media."

Among other announcements:

- The town has signed a memorandum of understanding with West Stockbridge for shared services of a Council on Aging director.

- The adoption of a personnel policy affects Town Hall hours open to the public. The new hours are Monday through Thursday, 8:30 a.m. to 4 p.m., and Friday, 8:30 a.m. to 12:30. p.m. The change from the current 9 a.m. to 3 p.m. weekday hours takes effect Monday.
