Birmingham City Council’s guidance on home education
As a parent you have a legal duty, as set out in section 7 of the Education Act 1996, to ensure that your child receives “efficient full-time education suitable to his / her age, ability and aptitude, and to any special educational needs he may have, either by regular attendance at school or otherwise.”
You do not need permission to home educate your child but you must follow one of the steps below, depending upon your child’s circumstances:
• If your child is registered at a school, you must immediately inform the headteacher in writing of your decision and also send a letter to Elective Home Education, PO Box 16524, Birmingham, B2 2FP.
• If your child has an Education, Health and Care Plan and is registered at a school, the school will liaise with the Local Authority’s Special Educational Needs and Review Service (“SENAR”) to ensure appropriate procedures are followed and suitable advice is given.
• If your child is not on roll at a school, there is no requirement to inform the council but the Elective Home Education Team says you can let them know about home schooling arrangements at the contact address above if you choose.
• Birmingham city council recommends parents consider costs, social contact, learning facilities and arranging and funding exams before deciding to home educate your child.
• Should you change your mind, the council will help your find your child a school place again but is unable to guarantee they will return to the same school as before.
