Williams County Sheriff’s deputies arrested Rhonda Fischer, 47, of Montpelier, for the third time this year on Tuesday evening.
Authorities initially sought Fischer in 2017 after she was indicted for allegedly failing to comply with terms of her felony bond. She had been charged with aggravated possession of methamphetamine the month prior. An anonymous tip led them to a Pioneer home, where they found Fischer and Richard Thomas Foster. Foster, 46, had an outstanding warrant from Wayne County, Michigan, charging him with failure to register as a sex offender. Both were taken to the Corrections Center of Northwest Ohio.
Fischer was sentenced to 180 days in jail but that was suspended pending rehabilitation and placement at Serenity Haven, a women’s residential treatment center in Fayette sponsored by Recovery Services of Northwest Ohio. A probation officer took her there on Feb. 5 and she absconded from supervision within 24 hours. The court issued a second warrant and another tip led deputies to a house trailer at North Pines Estates, 05571 Ohio 15, where Fischer was arrested again and taken back to CCNO.
She was eventually released on parole but on Oct. 15, the court issued a third warrant charging her with two counts of absconding from felony probation. Deputies found her Tuesday morning at 10381 County Road A, Williams Center.
“It started out as a keep-the-peace request,” Nye said. “Her landlord asked deputies to stand by while he served an eviction notice. They recognized her and took her into custody.”
They also called in Deputy Ken Jacob and his K-9, Ruin, for a consent search of the residence. Shannon Fischer, 47, was also arrested and was charged with misdemeanor possession of marijuana and drug paraphernalia. He was released on his own recognizance.
