Annapolis planning and zoning director nominated for top Baltimore County job

Annapolis Planning and Zoning Director Pete Gutwald has been nominated to be Baltimore County’s Director of Planning, Baltimore County Executive Johnny Olszewski announced Friday.

Gutwald was listed in a slate of nominations for top jobs on the new executive’s leadership team, including fire chief and director of budget and finance.

“Gutwald joins Baltimore County following decades of planning and land use experience. He most recently served as Director of Planning and Zoning for the City of Annapolis, following nearly 10 years of service as the Director of Planning and Zoning for Harford County,” the announcement said.

Mayor Gavin Buckley said he found out Friday Gutwald was leaving, and said he is happy for him. He said development was measured under Gutwald. His departure comes as the city is entering its comprehensive planning process, and as it continues to weigh the controversial Village at Providence Point development.

“I think that he has worked both sides of the aisle on Providence Point,” Buckley said of Gutwald.

Buckley said he thinks Gutwald’s departure won’t affect the comprehensive zoning process, as other staff members have worked closely with Gutwald.

He said he doesn’t want to rush into picking a replacement.

“It really is just as important a job as police chief,” he said.

Gutwald and other nominees need to be confirmed by the Baltimore County Council.

“We are working to make Baltimore County more innovative, transparent, and responsive to the needs of residents and communities, and that requires assembling a top notch leadership team. These individuals will play a critical role in our efforts to build a better Baltimore County together,” Olszewski said in a statement.

Annapolis Alderwoman Shiela Finlayson was surprised by Gutwald’s departure, and said she was saddened to see him leaving. Alderman Ross Arnett said he was distressed by the departure. While they may have disagreed on issues it was never out of a lack of respect, Arnett said. Planning and zoning is stressful in most cities.

“In Annapolis, it can be stressful and vocal,” he said.

He said Gutwald was especially knowledgeable about critical area laws and the forest conservation act.

“I thought he brought a balance,” Arnett said. “He laughed at all of my jokes. He is going to definitely be missed.”
