Police said a man had climbed to the top of the bridge - up the arch of the structure.
Police crews arrived at the scene at 5.20pm and cordoned off the bridge.
Fire and ambulance crews also attended.
The incident caused significant traffic delays throughout the evening, with police urging drivers to avoid the area.
The road was reopened just before 1am.
