U.S. Marshals have man accused of shooting at police in NKY in custody after Westwood standoff

U.S. Marshalls found Jacob Julick, who is wanted on three attempted murder of police officer charges in Kentucky, hiding Tuesday evening in the third-floor attic of a house on Cincinnati's West Side.

"There was no struggle, they found him in a little hiding spot," said Lt. Steve Saunders of the Cincinnati Police Department.

He was found alone in the house.

Julick, who has been accused of firing gunshots at two police officers in a traffic stop in Erlanger, will remain in the custody of the Marshals, Saunders said. He will eventually face charges in Kentucky, Saunders said.

Kenton Commonwealth's Attorney Rob Sanders and Erlanger Police Department Detective Kyle Thornberry were both at the scene immediately after Julick was captured.

"I greatly appreciate the work of the U.S. Marshals task force to track down Julick and Cincinnati SWAT for taking him into custody without injury to any law enforcement officers," said Sanders after the arrest. "I look forward to bringing Mr. Julick back to Kentucky where he can learn how much we frown upon attempting to kill our police.

Sanders said Julick was charged by warrant Monday with a third attempted murder of a police officer, fleeing police and wanton endangerment in connection with June 22 pursuit in Covington.  Previously, Julick had faced two attempted murder of police officer charges from a June 6 traffic stop in Erlanger. Police said he fired shots at two Lakeside Park-Crestview Hills Police Authority officers.

The wood frame house where Julick was captured in the 3100 block of McHenry Avenue was a multi-family dwelling. A U.S. flag topped by a metal cross and a U.S. Marine Corps flag below the Stars and Stripes is in the front yard.

John Masur lives across the street from that house. He watched the police SWAT standoff in front of the house unfold over several hours from his front living room window.

"I prayed that they would catch him because we don't need people like that on the street because if you go against your police officers who are out here to protect people and try to shoot them it's not right," Masur said.

Masur said he hadn't seen Julick around before.

"It was intense because I didn't know if they was going to shoot him," Masur said. 

Officers were easy with Julick and gave him several chances to give up over loudspeakers, he said.

Police finally went in, he said.

"I seen him come out and (I) said 'Hooray, I'm glad to see him come out of there,' " Masur said.

Masur said he was afraid if Julick wasn't captured by police that one day he might come back and shoot someone in the neighborhood thinking someone might have turned him in. After all, he shot at cops, Masur said.

Police were called to the home around 2:30 p.m. Tuesday.

Jacob Julick’s mother, Mary, told Enquirer media partner FOX19 NOW that her son called her and said he was surrounded by police and “didn’t know what to do.”

Three loud bangs were reported at the scene but police said they were not gunshots.

"We are in the process of negotiating with the person we believe to be Jacob Julick from a residence in a multi-unit apartment building," Saunders said earlier at the scene.

Authorities have been chasing 27-year-old Julick for nearly three weeks, and nearly caught him over the weekend.

Julick is accused of shooting at police in Erlanger June 6. Police said he drove onto a sidewalk Saturday afternoon on Covington's Madison Avenue to elude capture.

Police reports state Julick led Covington police on a pursuit that intentionally put others at "risk of serious physical injury or death." The report also says he intentionally tried to ram the front of a police cruiser.

Pending charges for Julick, who sports a "Cov. Honkey" tattoo on his neck, from Covington police include fleeing or evading police, disregarding a stop sign, wanton endangerment of a police officer and wanton endangerment.

Police said Julick drove a silver 2007 Saturn Outlook with Kentucky plates on Thursday past Jack Casino on Broadway Avenue in Cincinnati. He was spotted by different police officers Saturday in Covington and later the same day in Campbell County.

Covington police called off the car chase Saturday to avoid endangering people's lives on the busy street at about 2 p.m., said Thornberry.

Police shared a Florence Walmart security camera photo of Jacob Ray Julick in the morning hours preceding a June 6, 2019, traffic stop in Erlanger that police said ended with Julick jumping out of the car and firing gunshots at two officers before fleeing on foot.

"A Covington unit was passing by and just saw him in the car," Thornberry said. "He started driving up on the sidewalk."

A few hours later, a police officer in Campbell County spotted Julick traveling south on U.S. Route 27 past Campbell County High School, he said. Thornberry said the officer was unable to locate the car after turning around. 

Police considered Jacob Ray Julick armed, dangerous, and on the run.

Thornberry said police believe he was driving the same 2007 Saturn Outlook each time he was spotted.

Some people were freely offering tips. Others were only talking to police when confronted by police seeking a tip. Friends and family were looking out for him, Thornberry said.

Thornberry said the traffic stop is still on officers' minds.

"When we do find him, which we eventually will, we don’t want it to go the way it went with Lakeside Park," he said. "We just don’t want to get killed.”
