A 20-year-old Windsor man has pleaded guilty to first-degree manslaughter with a firearm for a killing earlier this year on New Britain Avenue in Hartford.

Ian Wilson Jr., who was initially charged with murder and carrying a pistol without a permit, pleaded guilty to the reduced charge on Monday. He admitted fatally shooting Richard Kinoshita, 46, of Bristol, during a marijuana transaction.

The shooting was reported about 5:30 p.m. Feb. 19 in the area of 249 New Britain Ave. As police were getting the report of gunfire, Kinoshita was dropped at Hartford Hospital. He was treated for a gunshot wound, but died.

About 20 minutes after the shooting was reported, police got a report of a man suffering from a gunshot wound to the hip in the area of 54 Atwood St. in the North End. The man refused to cooperate with police, but detectives developed information linking the victim to the New Britain Avenue shooting.

Prosecutor Anthony Bochicchio told Hartford Superior Court Judge Laura F. Baldini that under the plea agreement, Wilson will serve 25 years in prison then be on special parole for 10 years. Sentencing is scheduled for Oct. 29.
