The Haryana Vigilance Bureau will soon set up a dedicated Information Technology (IT) cell at its State Vigilance Bureau office in Gurugram and Faridabad districts. A proposal regarding the same has been sent to the State Government.

As of now, the department have only one IT cell at bureau headquarters in Panchkula.

“The decision to constitute independent vigilance cells is to enhance the efficiency and transparency in the department. We need dedicated cells with adequate powers to crack down on corruption,” a senior official said requesting anonymity.

Moreover, one of the main advantages of the IT cell is that the work on the complaints related to the technology and petitions regarding different departmental irregularities can be tackled easily and in speedy manner. The State Vigilance Bureau office had received 1,595 inquiries in the period of 2014 to July 16, 2018, in which 76 inquiries have been converted into an FIR and around 2,487 complaints were disposed of including old complaints.

Sources said Officers for heading the vigilance IT cells will be appointed after securing the approval of the state government. A special officer in the rank of the Inspector will be appointed to head the cells in the department.

Adequate support staff too will be provided for the smooth functioning of the cells. The functioning of the cells will be monitored by the senior Vigilance officer.

“The decision to constitute the cells gains significance in the wake of a string of allegations and cases that have come up against various government offices. The new system offers scope for the public to directly file complaints against corruption and the cell will tab on these complaints so that an immediately taken up for probe and, the cases will not be dragged on for years,” the officer, said.

If the cells start functioning effectively, it will enhance public accountability. A better coordination with the other probe units in the department including headquarters will surely help the complaints to be disposed of within a specific time, sources said.
