A Hampshire Constabulary spokesperson said: "Officers attended the site and two males were arrested a short distance away on Sarum Road.
"A 13-year-old boy from Winchester was arrested on suspicion of burglary other than dwelling, a public order offence and assaulting a constable in execution of his duty.
"He has been released from custody but remains under investigation.
"One of the males was de-arrested and will be spoken to about the matter at a later date."
