40 charged by Jefferson County grand jury

Update: Sebastian D. Munevar was found not guilty in a jury trial on all counts on Nov. 20, 2019, and the accused was also cleared in a Child Protective Services investigation.

CHARLES TOWN, W.Va. — A man was charged last week by a grand jury seated last week in Jefferson County, W.Va., with driving under the influence involving death and leaving the scene of an accident involving death in connection with a reported hit-and-run incident on U.S. 340 in January.

Kenneth J. Lee, 45, was among 40 people who were charged at the onset of the April term of Jefferson County Circuit Court, according to the offices of Prosecuting Attorney Matthew Harvey and Circuit Clerk Laura Storm.

William P. Snyder Sr., 60, of Parkville, Md., the victim in the incident, died at Inova Fairfax Hospital in Falls Church, Va., authorities have said.

Among the others charged were:

• James T. Ball, 61, on one count of felony failure to register or provide notice of registration changes as a sex offender second offense.

• Bobby D. Ballenger, 31, on single counts of third offense DUI, failure to maintain control, reckless driving and open container.

• Shannon E. Brady, 38, on single counts of burglary and felony conspiracy.

• Francis E. Burkhart Jr., 47, on single counts of breaking and entering, grand larceny, felony conspiracy, felony destruction of property, felony receiving or transferring stolen goods, and fleeing on foot.

• Terry C. Carter, 51, on single counts of driving while license revoked for DUI third offense and speeding.

• James E. Cockrell III, 36, on one count of DUI third offense.

• Kevin M. Collis, 37, on single counts of fleeing in a vehicle from a law-enforcement officer while DUI, fleeing from a law-enforcement officer with reckless indifference, prohibited person in possession of a firearm, DUI second offense and driving while license revoked for DUI.

• Jacqueline N. Darlington, 34, on one count of felony embezzlement.

• Hubert W. Diamond, 58, on one count of felony failure to appear.

• Richard J. Dixon Jr., 42, on single counts of fleeing in vehicle from a law-enforcement officer while DUI and DUI second offense.

• Charles H. Faulk, 21, on three counts each of delivery of heroin and conspiracy to deliver heroin, two counts each of delivery of fentanyl and gross child neglect creating substantial risk of serious bodily injury or death, and one count of conspiracy to deliver fentanyl.

• Michael D. Garrett, 49, on single counts of DUI third offense, possession of a controlled substance and driving while revoked for DUI.

• Terry D. Golden, 50, on single counts of grand larceny and shoplifting.

• Gary L. Heflin, 36, on single counts of burglary, grand larceny and uttering.

• George S. Holmes Jr., 35, on single counts of burglary and petit larceny.

• Steven R. Hurt, 57, on one count of person prohibited from possession of a firearm.

• Joshua W. Jenkins, 23, on one count of delivery of marijuana.

• Bruce D. Johnson II, 40, on two counts of DUI causing bodily injury, and single counts of malicious assault, assault on law-enforcement officer and third offense driving suspended.

• Dustin G. Johnson, 27, on single counts of fleeing in a vehicle from law enforcement with reckless indifference and driving while license revoked for DUI second offense.

• Jannelle A. Johnson, 37, on single counts of possession with intent to deliver cocaine, possession with intent to deliver marijuana, possession with intent to deliver heroin and felony conspiracy.

• Teresa L. Kerns, 47, on one count of grand larceny.

• Tifi D. Matete, 31, on one count of third offense driving while license revoked for DUI.

• Michael P. May, 26, on single counts of use of a minor to produce obscene matter, use of minor in filming sexually explicit conduct, sexual exploitation and production of child erotica.

• Christopher A. Moody, 27, on one count of possession with intent to deliver marijuana.

• Sebastian D. Munevar, 27, on single counts of second-degree sexual assault, first-degree sexual abuse and domestic battery.

• Ryan K. Nesbitt, 46, on single counts of kidnapping, assault during the commission of a felony, malicious assault, domestic battery and battery.

• David A. Pfeuffer, 37, on two counts of second offense domestic battery and single counts of strangulation and child abuse creating substantial risk of injury of death or serious bodily injury.

• Dana Marie Phillips, aka, Dana Marie Caniford, 47, on single counts of third offense driving while license revoked for DUI and expired DUI.

• Jeffrey A. Reynolds II, 33, on single counts of third offense DUI and driving while license revoked for DUI.

• Jason W. Seal, 38, on two counts of grand larceny and single counts of felony embezzlement and burglary.

• Donnyell R. Solomon, 23, on two counts each of delivery of fentanyl and gross child neglect creating substantial risk of death or serious bodily injury, and one count of conspiracy to deliver fentanyl.

• Christine G. Stepanian, 51, on two counts of failure to register or provide notice of registration changes as sex offender.

• Robert E. Thomassen, 39, on single counts of possession with intent to deliver cocaine, possession with intent to deliver marijuana and felony conspiracy.

• Larunce D. Tuck, aka Larry Tuck, 41, on single counts of burglary, misdemeanor destruction of property, obstructing an officer, battery of a law-enforcement officer and attempted misdemeanor destruction of property.

• Zachariah J. Vance, 31, on single counts of felony obtaining property by false pretense and felony fraudulent scheme.

• Michael A. Whitmore Jr., 43, on three counts of third-degree sexual assault.

• Paul A. Whitmore II, 35, on two counts each of strangulation and domestic battery.

• Christopher S. Wiley, 54, on one count of shoplifting third offense.

• Bryan D. Yates, 30, on single counts of possession with intent to deliver cocaine, fleeing on foot and obstructing.
