The Premier League may be set to return later this month for Watford and their top flight rivals.

But while the planned resumption of the league is now less than two weeks away, there are still some key issues that remain unresolved.

One of those is the issue of what should happen if the season is curtailed, with clubs near the bottom of the table, including Watford, previously making their stance clear on the issue of deciding relegation, amid reports over using a points-per-game system.

The Premier League held its latest shareholders meeting on Wednesday as plans continue to be made ahead of the season resuming on June 17.

Shortly after the meeting finished, the Premier League announced that clubs will be able to make five substitutions a game for the remainder of the 2019/20 season.

According to a report in The Telegraph, Aston Villa, Sheffield United, Bournemouth and West Ham all voted against the increase to substitutions when the season resumes.

However, the vote was still passed on a 16-4 score, with the rest of the Premier League all agreeing to the change.

The Telegraph also reports that Premier League clubs have agreed in principle to use neutral venues for some of the remaining 92 matches of this season.

The issue has been widely debated over the past week, with clubs believed to be against it, and it now appears that matches will be selected for neutral venues and decided on a case-by-case basis.

The fixtures that could be moved to neutral venues are reportedly: Manchester City vs Liverpool, Manchester City vs Newcastle, Manchester United vs Sheffield United, Newcastle vs Liverpool and Everton vs Liverpool.

Meanwhile, Sportsmail are reporting that clubs have once again failed to agree on what to do in the event of the season being called off.

It is an issue that has been rumbling on for some time now, with the bottom six believed to be hoping to have relegation scrapped if the season is curtailed at any point.

However, the report claims that sides have agreed the matter should now be moved off the table, unless a second shutdown prompts them to revisit it.

As things stand, Bournemouth, Aston Villa and Norwich City currently occupy the bottom three places, with Watford and West Ham outside the relegation zone on goal difference with nine games to play.

Villa do have a game in hand on their relegation rivals, with Dean Smith's men set to host Sheffield United in the first game back as the two fixtures rescheduled due to the Carabao Cup final - Manchester City vs Arsenal being the other - are set to be played first on Wednesday, June 17, before a full set of fixtures the following weekend.
