Haryana CM Khattar's rape logic will shock you

At a function in Kalka town of Panchkula district on Friday, Khattar said, "The biggest concern is that in 80 to 90 per cent of rape and eve-teasing cases, the accused and the victim know each other. In many cases, they know each other for a long time and, on one day, when there is an argument (between them over some issue)... an FIR is lodged, saying: 'He has raped me'."

Haryana Chief Minister Manohar Lal Khattar stirred a controversy after he seemed to justify the rape incidents with a deplorable logic.

At a function in Kalka town of Panchkula district on Friday, Khattar said, "The biggest concern is that in 80 to 90 per cent of rape and eve-teasing cases, the accused and the victim know each other. In many cases, they know each other for a long time and, on one day, when there is an argument (between them over some issue)... an FIR is lodged, saying: 'He has raped me'."

He also said, "The incidents of rape have not increased... Rapes used to take place in the past and even today as well. (Only) the concern (over such incidents) has increased."

Congress and Aam Aadmi Party sternly condemned Khattar's remarks.

Delhi Chief Minister Arvind Kejriwal said that the Haryana CM was justifying the act of rape. "How can the women of a state whose CM thinks like that be safe? This is why rape cases have been on the rise in Haryana and the perpetrators roam around freely."

Congress leader Randeep Singh Surjewala also said that Khattar's statement was deplorable.

"Anti-Women Mindset of Khattar Govt Exposed! Haryana CM Khattar ji makes an utterly condemnable remark. Blaming Women for complete failures to control Rapes & Gangrapes? Deplorable!" Surjewala tweeted.

The chief minister, today, gave a clarification on his remarks. He said that he did not say that there is consent in the reported cases of rape but that in most cases, the victim and the perpetrator know each other.

He further said that his statement was borne out of facts from investigations. "These cases should be dealt with socially and not politicised," Khattar said.
