Cumberland Dollar General robbery: 14-year-old, 18-year-old arrested after man shot and killed

Original story: Gregory Raley opened the front door of the Dollar General store just as the robbery suspect was leaving, a witness told police.

"Where is my old lady?" Raley reportedly asked the suspect. 

But as the witness, the manager of the Cumberland store, was telling Raley everything is OK, the suspect opened fire, according to a preliminary probable cause affidavit.

Cumberland police believe a 14-year-old boy was the person who shot Raley to death outside the store on Monday night. He and 18-year-old Steven Sheppard were arrested in connection with the armed robbery that ended in the killing of Raley, Cumberland Police Chief Michael Crooke told IndyStar Wednesday.

Crooke said Raley, 37, had interrupted the robbery at 12046 E. Washington St.

The affidavit says Dollar General surveillance video shows Raley walk up to the front entrance. A second witness, a Dollar General employee, said Raley had his hands up as he approached the store, saying "my old lady, my old lady." It is unclear who was in the store other than the two employees. 

Raley backed away from the young teen, surveillance video reportedly shows. That's when the boy shot Raley once, hitting him in the chest, before running toward the Pizza King, according to the restaurant.

Raley's girlfriend attempted life-saving measures on Raley while her daughter  stood next to her, the affidavit said. It is unclear where she and her daughter were at the time of the shooting. Responding medics pronounced Raley dead at the scene.

An Indianapolis Metropolitan Police detective later located Sheppard walking on Washington Cove Way, according to the affidavit. The boy was apprehended after the detective saw him run from in between two houses and into a vehicle that had two males inside, the affidavit said. A handgun was allegedly found on him. 

The 14-year-old and Sheppard were both taken into custody. Sheppard was held without bond on an initial charge of armed robbery, Marion County Jail records show.

Investigators were working with the Marion County Prosecutor's office to determine if Sheppard might also be charged with murder, Crooke said.

The 14-year-old was held on preliminary charges of murder and robbery.

The Marion County prosecutor's office said Wednesday that any hearings involving the 14-year-old will be set before the Juvenile Court.
