Here's what you should know about Indianapolis' plan to begin reopening

Indianapolis Mayor Joe Hogsett detailed the city's plan to begin reopening in a press conference Wednesday morning. Here's what we know:

When will Indianapolis reopen?

Indianapolis will implement portions of Phase 2 of Gov. Holcomb's Back on Track plan as of Friday, May 15. Other portions of Phase 2, regarding restaurants, will be implemented on Friday, May 22.

What about PPE and social distancing?

People are still required to maintain proper social distancing and are encouraged to wear PPE. Restaurant workers will be required to wear masks.

When can churches reopen?

Beginning on Friday, May 15, in-person religious services will be allowed for groups of up to 25 people. Drive-in services are permitted. 

How big can in-person gatherings be?

In-person gatherings can expand from 10 people to 25 people beginning on May 15.

When can retail businesses open?

Retail businesses can open at 50% capacity beginning on Friday, May 15.

When can shopping malls open?

Shopping malls can open on May 15, with 50% capacity and restrictions on food service.

When can restaurants open?

Outdoor dining at Marion County restaurants will be allowed beginning on Friday, May 22.

"We will be providing assistance to individual assistance for permission to expand outdoor seating capacity when it is legal and advisable," Hogsett said. "We will be working with our commercial and cultural thoroughfares to expand access to the right-of-way, in addition to potential road closures, to expand access to outdoor seating."

Indoor dine-in service is still not permitted.

When will liquor stores open?

Liquor stores will open at 50% capacity on May 15.

When will libraries open?

Libraries can open for curbside pick-up beginning Monday, May 18.

When will non-essential manufacturing and industrial activities open?

These will remain closed for now. The targeted opening date for these activities is June 1.

What is not opening yet?

Personal services, including hair and nail salons, and in-person dining inside restaurants is not open yet. Bars, theaters, gyms and museums are also not open.

"These delays are not driven by politics or spite but by analysis of the data available to us," Hogsett said. "If the trajectory of this virus continues to stabilize and hopefully decline, the remainder of these openings may be possible as soon as June 1."

When will Phases 3-5 be implemented?

Hogsett said that "we are not yet releasing target dates for those future phases, but we will continue to urge businesses and residents to familiarize themselves with the Back on Track Plan."

Hogsett said he is hopeful that details for future phases will be announced in two weeks.
