FARGO — Police have arrested a man suspected of threatening someone with a handgun and refusing to surrender to authorities.

Officers were sent to the 1100 block of 22nd Street South shortly after midnight on Thursday, Oct. 17, for a report of a man threatening another man with a handgun, the Fargo Police Department said in a Facebook post.

When officers arrived, the victim told police he recognized the suspect who frequented an apartment in the complex. A woman who exited the apartment told police that the suspect, 31-year-old Arsenio Eugene James of Fargo, was still inside.

Police said James refused to surrender to officers and tried to go onto the apartment's balcony but was met by an officer with a police dog who gave him a warning. James then climbed over the railing and went back inside, according to police.

James eventually exited the apartment on his own and was arrested on suspicion of terrorizing and possession of meth paraphernalia, police said.
