A man who was wanted by the Department of Corrections Oakdale for escaping was arrested near Riverside Tuesday afternoon. According to the Washington County Communications Office, at 2:34 p.m. officers arrested 46-year-old James Franklin Duncan of Des Moines. He had a valid warrant by the Department of Corrections – Oakdale for escape from the Fort Des Moines Residential Center on original charges for failure to appear on felony charges and operating while intoxicated third offense. He was taken to the Washington County Jail with no bond. A hold was placed for Oakdale.
