POLICE HAVE FIVE INDIVIDUALS ON THE SIDEWALK RIGHT NOW AND ARE TALKING TO THEM ABOUT HAVING BEEN OUT PAST CURFEW. I HEARD ONE OF THE OFFICERS EXPLAINED TO THESE INDIVIDUALS, YOU HAD PLENTY OF TIME TO GET TO YOUR CAR, PARAPHRASING THERE. THAT’S WHAT THE SITUATION IS. THE CURFEW WENT INTO EFFECT AT 8:00. WE DID NOT SEE ANYONE BEING TAKEN IN UNTIL AT THE EARLIEST THE 10:00 HOUR. WE SAW A COUPLE OF OTHER PEOPLE BEING TAKEN IN ON J STREET. RIGHT NOW, WE ARE ON L STREET AT 10TH NEAR THE CAPITAL, SORT OF THE NORTHWEST CORNER OF THE CAPITAL AT THIS HOU WE HAVE THESE PEOPLE HERE. I THINK WE HAVE SOME VIDEO WE CAN SHOW YOU WHERE POLICE ARE ALSO STAGING. THEY HAVE THOSE OTHER PEOPLE I SPOKE OF JUST A MOMENT AGO ON J STREET. THEY TALKED TO THE FOLKS WHO THEY HAVE TAKEN IN. THEY HAVE THEM WITH THEIR HANDS BEHIND THEIR BACK WITH HANDCUFFS. WE SAW ONE VEHICLE THAT THEY MIGHT HAVE LOADED THOSE FOLKS INTO. POLICE ARE OUT IN FULL FORCE LOOKING FOR OTHER PEOPLE WHO ARE GOING AGAINST THAT CURFEW ORDER AND STILL OUT ON THE STREET. I DO WANT TO TALK TO YOU A LITTLE BIT ABOUT WHAT WE SAW EARLIER IN THE EVENING AS FAR AS THE DEMONSTRATORS OUT ON THE STREETS. YES, THEY WERE PAST THE CURFEW TIME OF 8:00 P.M. BUT THEY WERE TAKING TO THE STREETS OF SACRAMENTO AND DEMONSTRATING IN A NONVIOLENT WAY. THEY ENDED UP AT CESAR CHAVEZ PARK. WE ALSO, I BELIEVE WE HEARD FROM ONE OF THE ORGANIZERS. I BELIEVE WE HAVE SOME SOUND FROM HER TO ROLL NOW. >> I PERSONALLY FEEL LIKE IT WAS A CHANGE. THIS WAS COMPLETELY -- LITTLE COULD BE BETTER AS FAR AS THE STRENGTH IN NUMBERS. AS FAR AS NOT BEING VIOLENT AND ACTUALLY VOICING OUR OPINIONS, IT FIT PERFECTLY. I AM SO PROUD OF EVERYONE WHO CAME OUT AND SHOWED THEIR SUPPORT AND LOVE. THAT IS EXACTLY WHAT WE NEED. MELANIE: BACK OUT HERE LIVE IN DOWNTOWN SACRAMENTO, THAT VERY ORGANIZER YOU JUST HEARD FROM OF THE EARLIER MARCH THIS EVENING THAT ENDED AT CESAR CHAVEZ PLAZA, SHE TOLD ME THAT DURING THE COURSE OF THEIR FINAL SPEECH AT THE PLAZA TONIGHT, THEY ENCOURAGED PEOPLE WHO WERE IN ATTENDANCE, HUNDREDS OF PEOPLE IN ATTENDANCE, TO THEN GO HOME. THEY KNEW NATIONAL GUARD TROOPS WERE GOING TO BE OUT ON THE STREETS. THEY KNEW SACRAMENTO PD WOULD BE ENFORCING THE STAY-AT-HOME ORDER -- EXCUSE ME, THAT CURFEW, I SHOULD SAY. THAT IS WHAT WE HAVE SEEN. MOST OF THE DEMONSTRATORS ARE GONE. TAKE A LOOK AT THIS INTERSECTION RIGHT HERE. LAST NIGHT, SUCH A DIFFERENT SCENE. THIS IS AN AREA WHERE DEMONSTRATORS HAD BLOCKED THE INTERSECTION. THIS IS WHERE LAST NIGHT ON KCRA 3 WE HAD WITNESSED SOME OF THE OFFICERS USING THOSE FLASH BANGS. THEY DEPLOYED THOSE MEASURES TO TRY TO GET PEOPLE OUT. WE SAW SOME OF THE NONLETHAL PROJECTILES BEING USED AS WELL TO GET PROTESTERS OUT. TODAY, THE FEEL, THE VIBE WAS NONVIOLENT AND MORE OF A MAR IN THE STREETS, STOP, KNEEL, PUT YOUR HANDS UP, AND DO A SIMILAR THING AROUND THE DOWNTOWN QUADRANT. I DO WANT TO SHOW YOU SOME OF THE CHP OFFICERS WHO HAVE BEEN ON SCENE THROUGHOUT THE PAST SEVERAL DAYS GUARDING THE CAPITAL. THEY ARE STILL OUT HERE. THEY ARE TAKING A DIFFERENT STANCE AT THIS TIM THEY DON’T HAVE THEIR HELMETS, SHIELDS ON. THAT’S A FEEL OF WHAT’S HAPPENING DOWNTOWN. IT IS NICE TO SEE IT QUIET OUT THERE. CLEARLY, THE CITY IS NOW IN A NO TOLERANCE POSITION WHEN IT COMES TO THE CURFEW. BRIAN: EARLIER TONIGHT, PROTESTERS DISOBEYED THE 8:00 P.M. CURFEW FOR THE FIRST 90 MINUTES, BUT BY 10:00 P.M., THEY HAD GONE. THEY KNEW THAT NATIONAL GUARD WAS IN TOWN AND THAT’S ONE OF THE REASONS WHY THEY DISPERSED. LET’S WALK YOU THROUGH THE WAY THIS UNFOLDED. THIS WAS THE SCENE JUST AFTER 8:00 TONIGHT, AS THOSE PROTESTERS MADE THEIR WAY THROUGH SACRAMENTO. THIS GROUP HAD MET EARLIER FOR A RALLY AT CESAR CHAVEZ PLAZA BEFORE THEN MARCHING SOUTH. AT THIS POINT, THE CURFEW WAS TECHNICALLY IN EFFEC SO THESE PEOPLE WERE BREAKING THE LAW BUT SACRAMENTO POLICE DID NOT ENFORCE. EDIE: EVENTUALLY, THE PROTESTERS MADE THEIR WAY TO THE CATHEDRAL OF THE BLESSED SACRAMENT. THE GROUP WAS VERY PEACEFUL AT THIS TIME, AND STOPPED FOR A FEW MINUTES BEFORE MOVING ON. BRIAN: THE CROWD THEN STARTED MARCHING NORTH AGAIN, EVENTUALLY STOPPING AT THE SACRAMENTO DISTRICT ATTORNEY’S OFFICE. YOU CAN SEE THE NATIONAL GUARD TROOPS THAT HAD BEEN CALLED IN AND THE PROTESTERS KNELT FOR SEVERAL MINUTES AND REMAINED SILENT. THEY ALSO STOPPED AT THE COUNTY COURTHOUSE AND SACRAMENTO CITY HALL. EDIE: THE PROTESTERS THEN MADE THEIR WAY BACK TO CESAR CHAVEZ PARK, AND THIS IS WHAT MELANIE WAS JUST REPORTING. THEY DID HOLD A VIGIL FOR GEORGE FLOYD AND FOR POLICE REFORMS. EVENTUALLY, THE PROTESTS OFFICIALLY CAME TO AN END AT AROUND 9:30. BRIAN: TAKE A LOOK AT THIS. LIVECOPTER3 WAS OVERHEAD AS NATIONAL GUARD UNITS STARTED ARRIVING IN SACRAMENTO. 50000 CALIFORNIA NATIONAL GUARD TROOPS ARRIVED IN THE CAPITOL CITY TO PROTECT BUILDINGS FROM LOOTING AND VIOLENCE. 4500 OF THEM ALL ACROSS THE STATE. EL DORADO COUNTY ALSO CALLED IN THE NATIONAL GUARD, AND CLOSED THE SILVA VALLEY PARKWAY OFF RAMP FROM HIGHWAY 50 >> THE CITY OF SACRAMENTO HAS DECLARED A LOCAL PUBLIC EMERGENCY AND IMPOSED A CITYWIDE CURFEW! EDIE: THAT’S AN ANNOUNCEMENT OF SACRAMENTO’S CURFEW, THE CITY ALERTING PROTESTERS FROM CARS. NBC’S JOE FRYER TOOK THIS VIDEO AT 10TH AND J STREETS NEAR CESAR CHAVEZ PLAZA, WHERE HUNDREDS OF PEOPLE HAD BEEN RALLYING. LET’S GET YOU SOME DETAILS ABOUT THE NEW CURFEW. IT LASTS FROM 8:00 AT NIGHT UNTIL 5:00 IN THE MORNING. THE CITY SAYS IT WILL END WHEN THE CITY DETERMINES IT’S SAFE. PEOPLE WILL BE ALLOWED TO GO TO AND FROM WORK DURING THE CURFEW, BUT SACRAMENTO BUSINESSES WITHIN THE CITY ARE EXPECTED TO BE CLOSED TO THE PUBLIC AFTER 8:0 >> OUR FIRST RESPONSIBILITY AS LEADERS OF THIS CITY IS PROVID FOR THE PUBLIC WELFARE AND THE PUBLIC SAFETY. WE HAVE EXPERIENCED OVER $10 MILLION WORTH OF DAMAGE, MOSTLY TO DOWNTOWN AND MIDTOWN, ALTHOUGH IT HAS NOT BEEN EXCLUSIVE TO THOSE AREAS OF THE CITY. WE EXPECT MORE TROUBLE TONIGHT. Protesters marched through downtown Sacramento on Monday evening after a rally at Cesar Chavez Plaza to protest the police custody death of George Floyd in Minneapolis.More than a thousand people were at the rally, where attendees chanted and cheered on speakers. Several hundred people took part in the march through the city center.The march ended after 9:30 p.m. at the plaza. After that, a large law enforcement presence was in downtown Sacramento because a citywide curfew was in effect, police said.Officers were seen by KCRA 3 arresting at least 15 people after the curfew. Before the Protest

Earlier in the day, the Sacramento City Council voted to enact a curfew from 8 p.m. to 5 a.m. Tuesday.

Officials also said about 500 California National Guard Troops are in the city to help protect key infrastructure. The city said the troops were called in response to looting and vandalism over the weekend in Sacramento.

Protests erupted across the country last week and lasted through the weekend in response to George Floyd’s police custody death in Minneapolis.

Floyd, an unarmed Black man, died May 25 while in the custody of white Minneapolis police officers. Videos captured by witnesses show Floyd handcuffed and on the ground as a white police officer, Derek Chauvin, kneels on his neck, pressing down. Video also showed three other officers involved -- two were seen holding Floyd down while a third was seen trying to keep the crowd at bay. Floyd is heard on the video saying he can’t breathe and pleading for air. As minutes pass in the video, Floyd slowly stops talking and moving.
